Job Description
Human Resources (Recruitment & Placement)

Duties include, but are not limited to:

Conduct recruitment and placement for Title 38, Hybrid-Title 38, and Title 5 employees.
Provide continuing technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment.
Organizational assignments encompass problems of more than average difficulty, combined with full responsibility for management advisory service functions.
Responsible for drafting and preparing announcements, evaluating applications, keeping various logs, active/inactive files and pending files, etc.
Reviews vacancies to determine the accuracy of the job description and the need for the position.
Schedules and conducts periodic reviews of positions and organizational structure making position management recommendations as appropriate.
Processes all SF-52 actions including coding a full range of recurring and non-recurring personnel actions. These will include: accessions, position and pay changes, separations, etc.
Perform other related duties and participate in special projects or panels as required.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9 and for the GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-11 Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience for this grade would include: Providing advice and assistance to internal and external customers and applicants on job announcements, application procedures, and eligibility requirements; application of various staffing programs, regulatory and eligibility requirements in order to properly advise applicants; and using a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning, and advising on merit systems principles and prohibited personnel practices. Researching and advising management officials on complex recruitment and placement policies, procedures and guidelines, conducting job analysis, developing assessment tools, conducting qualifications review of applicants, and issuing certificates of eligibles. Experience in making pay setting determinations based on federal regulations and consults with the hiring managers on the appropriate utilization of compensation flexibility to facilitate recruitment.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work(TRANSCRIPTS REQUIRED) .

OR

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two years of graduate study. (TRANSCRIPT SUBMISSION REQUIRED).

GS-12 Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience for the GS 12 position is: Serving as a technical expert to internal and external customers and applicants on job announcements, application procedures, and eligibility requirements; application of various staffing programs, regulatory and eligibility requirements in order to properly advise applicants; using a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning, advising on merit systems principles, prohibited personnel practices. Act as an independent technical expert, advising management officials on a variety of recruitment and placement issues, policies, procedures and guidelines. Conducting job analyses, developing assessment tools, conducting qualifications review of applicants, and issuing certificates of eligible applicants. Experience in making advanced pay setting determinations for new hires based on federal regulations and consults with the hiring managers on the appropriate utilization of compensation flexibilities to facilitate recruitment.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
