Job Description
Social Worker, HUD-VASH

Duties include, but may not be limited to:
  • Responsible for providing case management for a caseload of Veterans in the HUD-VASH program.
  • Provides consultation/education to veterans and families on community resources, advance directives and VA benefits.
  • Responsible for verifying Veteran's status, eligibility for VA medical care, and eligibility of program participation.
  • Reviews the agreements between Section 8 landlords, Public Housing Agencies (PHAs) and the VA; ensuring homeless Veterans are primary participants for program acceptance.
  • Performs site visits of HUD-VASH apartments to ensure that Veterans reside in safe environments in compliance with local housing codes.
  • Coordinates care including serving as an advocate on behalf of the Veterans to ensure comprehensive service delivery, and linking and referring Veterans to the VA Medical Center, VA Regional Offices and/or community agencies.
  • Responsible for providing wellness/prevention education and facilitate Patient/family support groups as appropriate.
  • Complies with criminal conflict of interest laws and Executive Branch Standards of conduct, so as to avoid conflicts of interests while service as the HUD-VASH Case Manager.
  • Takes responsibility for improving professional skills, participating in planning and executing specific staff development projects, attending seminars and institutes, and participating in training programs of other disciplines as requested.
  • Performs accountability functions -documenting all contacts with patients/families in the medical charts; 2) completes statistical and other reports in accordance with VA Medical Center and respective professional discipline service policies.
Work Schedule: Monday-Friday, 8:00 AM - 4:30 PM. Occasional nights and weekends or on-call may be expected. Flexible work schedule may be available upon selection.

Duty Locations: King County, Pierce County and Snohomish County. Candidates may be selected to work and/or travel between these 3 locations.Basic Requirements:

Citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA policy).
Education: Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. NOTE: You must submit a copy of your transcripts.
Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Note exception: VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations at the GS-09 level only; must become licensed or certified at the independent, master's level within 3 years of appointment as a Social Worker. NOTE: You must submit proof of licensure or certification.
English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Social Workers must be proficient in spoken and written English in accordance with VA policy.

Grandfathering Provision: All persons employed in VHA in this occupation on the effective date of this qualification standard (02/13/ 2009) are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation.

GS-09: In addition to the Basic Requirements above, to qualify for this position at the GS-09 level, you must meet the following requirements:

GS-09 is the entry level grade for the GS-185 social work series and is used for social workers with less than one year of post-MSW experience and for social workers who are not yet licensed or certified at the independent practice level at the time of their appointment must become licensed or certified at the independent level within three (3) years of their appointment as a Social Worker.

At the GS-09 level, you must fully demonstrate the knowledge, skills and abilities (KSAs) below:
  • Ability to provide psychosocial treatment to a wide variety of individuals from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological), and the differential influences of the environment, society, and culture.
  • Ability to work with patients and families who are experiencing a variety of psychiatric, medical, and social problems utilizing individual, group, and family counseling skills. Work with more complex problems is done under close supervision. With guidance from the social work supervisor, ability to assess the psychosocial functioning and needs of patients and their family members, and to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills, and assistance needed.
  • Basic knowledge of psychosocial treatment modalities and, under supervision, ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques.
  • Ability to establish and maintain effective working relationships with clients, staff, and representatives of community agencies. Ability to communicate effectively, both in person and in writing, with people from varied backgrounds.
  • Knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology.
  • Basic skill in the use of computer software applications for drafting documents, data management, and tracking. Ability to learn and utilize software programs in use by VHA.
GS-11: In addition to the Basic Requirements above, to qualify for this position at the GS-11 level, you must meet one of the following requirements:

Experience: You must have at least 1 full year of post-MSW degree experience in the field of health care social work AND licensure or certification in a state at the independent practice level. OR
Education: Successful completion of a doctoral degree in social work from a school of social work may be substituted for the required 1 year of professional social work experience.

At the GS-11 level, In addition to the experience or education above, you must fully demonstrate the knowledge, skills and abilities (KSAs) below:
  • Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.
  • Ability to independently assess the psychosocial functioning and needs of patients and their family members and to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills and assistance needed, in collaboration with the patient, family and interdisciplinary treatment team.
  • Ability to independently conduct psychosocial assessments and provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological) and the differential influences of the environment, society and culture.
  • Knowledge and experience in the use of medical and mental health diagnoses, disabilities and treatment procedures. This includes acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology.
  • Knowledge of psychosocial treatment and ability to independently implement treatment modalities in working with individuals, families and groups who are experiencing a variety of psychiatric, medical and social problems to achieve treatment goals. This requires independent judgment and skill in utilizing supportive, problem solving or crisis intervention techniques.
  • Ability to independently provide counseling and/or psychotherapy services to individuals, groups and families. Social workers must practice within the bounds of their license or certification. For example, some states may require social workers providing psychotherapy to have a clinical level of licensure.
Preferred Experience: Experience working with homeless individuals in a community setting. Experience working with individuals with co-occurring substance use, mental health and medical concerns.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-09 to GS-11.
