Research Health Science Specialist

This position is that of the Deputy Associate Chief of Staff for Research (Deputy ACOS Research) and is located within the Office of the Associate Chief of Staff (ACOS) for Research at the VA Medical Center in North Little Rock, AR.
In collaboration with, and under the guidance of the ACOS, the Deputy ACOS Research formulates the goals and objectives of the research program for the Central Arkansas Veterans Health Care System (CAVHS).

  • Develops, reviews and approves policies and procedures for administration of the organization's research program.
  • Approves research program development initiatives and collaborates with researchers, organizations and university to develop research projects that support the organization's mission and objectives.
  • Responsible for leading efforts to obtain and maintain mandated accreditation of the Program by the Association for the Accreditation of Human Research Protection Programs (AAHRPP) and the Association for the Assessment and Accreditation of Laboratory Animal Care (AAALAC) program.
  • Monitors new and revised legislation, Directives and mandates from other agencies (OSHA, FDA, the JC, OIG, etc.) to identify changes.
  • Assists in the development of new and/or updates to existing research policies and procedures based on new or modified regulation and mandates to maintain compliance.
  • Possesses a thorough knowledge of the governing policies, the levels of decision-making, the mechanisms for obtaining information and for solving problems and accurate evaluations of priorities.
  • Conducts program assessments and prepare reports necessary to appraise the ACOS and R&D Committee of current status.
  • Identifies problems and negotiates corrective action concerning programmatic issues, basic administrative processes and financial management concerns.
  • Prepares in-depth background and management information for review by the ACOS for Research and the R&D Committee.
  • Leads supervisory support to staff working in the clinical and basic research labs to assure these areas maintain compliance with all regulations and mandates.
  • Performs other duties as it relates to the position.

Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m.

TO QUALIFY FOR THIS POSITION YOU MUST FIRST MEET THE BASIC EDUCATION REQUIREMENT:
BASIC EDUCATION REQUIREMENT:
Bachelor's or graduate/higher level degree; major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (TRANSCRIPTS REQUIRED - If you do not submit a copy of your transcript, your application will not be processed.)
In addition to meeting the Basic Education Requirement, you must also meet the Minimum Qualification Requirement.
MINIMUM QUALIFICATION REQUIREMENT:
At least one year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience for this position is experience providing leadership and expertise in a research environment regarding research administrations including knowledge of research regulations and research compliance; strategic planning; oversight of budget issues and fiscal operations; and oversight and supervision of institutional research committees, e.g., Institutional Review Board (IRB); developing and writing applications for funding, conducting research using sophisticated scientific methods, and writing reports of results for publication and dissemination, expertise in one or more scientific areas such as laboratory research, clinical research, or health services research; must have peer-reviewed publications and knowledge of the process of the accreditation of research program components; conducting collaborative research projects across multiple sites; and communicating in writing to make presentations and responding to inquiries.
