Job Description
Budget Technician

Major duties and responsibilities include the following but are not limited to:

  • Prepare recommended budget for the desired level of program operations into a format consistent with existing legislative and regulatory guidance and acceptable to reviewing and approving authorities.
  • Analyze and evaluate financial problem areas, trends and deficiencies for an organization unit and make recommendations for corrective actions.
  • Prepare detailed analyses and estimates of annual funding needs for one or more future budget years.
  • Determine the costs and benefits of different levels of program operations.
  • Identify and analyze trends in the receipt, obligation, or expenditure of funds to ensure financial objectives are met on a timely basis.
  • Prepare allotments and sub-allotments of funds for distribution to program managers.
  • Assure that obligations incurred and resulting expenditures of funds are in accordance with existing laws and regulations.
  • Analyze the effect of cost changes on an organizations budget e.g., personnel, salaries, program-related expenses, supplies, or other operating costs.
  • Gather, compare, and correlate information about projected costs of current and future programs and activities.
  • Provide written justification for proposed requests for funds documenting their tie to program priorities.
  • Analyze the relative costs and benefits of alternative program plans.
  • Verify the propriety of obligations and expenditures.
  • Analyze the effect of cost changes on an organizations budget e.g., personnel, salaries, program-related expenses, supplies, or other operating costs.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability. Ability to effectively expresses information to multiple audiences through clear dissemination of information and ideas; actively listens to others and demonstrates understanding of their comments and/or questions. Ability to use computers, software applications, databases, and automated systems to accomplish work. Knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems. Ability to meet deadline dates under pressure.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. The work is preformed in a typical office setting.
