Job Description
Human Resources Assistant

The Human Resources Assistant (Employee Relations/Labor Relations) provides human resources support work that entails assisting Employee/Labor Relations Specialists. Duties include, but are not limited to the following:

  • Assists with the random drug test program.
  • Attends hearings and meetings as needed.
  • Conducts fact-finding investigations.
  • Provides assistance on routine disciplinary cases pertaining to simple actions of misconduct (e.g. AWOL).
  • Reviews and prepares correspondence on employee relations matters.
  • Conducts interviews to obtain and organize pertinent facts concerning employee relations cases.
  • Processes personnel actions in HR databases such as HR Smart and WebHR concerning any employee relations actions.
  • Maintains files and logs concerning grievances, disciplinary actions, appeals, unfair labor practices, etc., into automated databases.
  • Assists with special projects/reports for the Employee Relations (ER) program.
  • Independently researches regulations, OPM Federal regulations, decisions/directives concerning Employee Relations matters.
  • Assists in the processing of awards for the facility, which include annual performance awards.
  • Assists in the processing of Personal Identity Verification (PIV) cards.
  • Considers alternative processes to solve routine problems or provide management with recommended disciplinary action(s).
  • Prepares monthly and quarterly reports concerning employee relations.
  • Other duties as assigned.
Work Schedule: Monday-Friday, 08:00 am - 04:30 pm.
Compressed/Flexible: Tour of duty hours are negotiable.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes, but is not limited to: assist in the processing of performance and other types of awards; assists in reviewing cases involving disciplinary actions, grievances, appeals, unfair labor practices (ULPs), etc.; providing assistance to staff in the preparation of court cases; preparing disciplinary actions pertaining to cases of misconduct; providing guidance and consultation to management on a variety of labor and employee relations matters; providing clerical and administrative support in matters related to conduct, performance, attendance, and dispute resolution; assisting with special projects and preparing monthly and quarterly reports concerning employee relations.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
