Procurement Technician (Purchase Card Program Coordinator)
Procurement Technician (Purchase Card Program Coordinator)/PD# 16038-A
  • The Procurement Technician serves as Purchase Card Program Coordinator and Dispute Officer, and provides management with reports and analysis of the ongoing operation and outcome of the program.
  • The Procurement Technician performs a series of analytical, administrative, coordinating and monitoring duties related to the Purchase Card Program.
  • Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of the Purchase Card Program or operations in meeting established goals and objectives.
  • Analyzes program performance data to identify problem areas and impact, and prevent fraud and abuse.
  • Responsible for coordinating and monitoring disputed procurements, billing errors, disputed payments, credits etc. that are not resolved, with the vendor, within the required working days of receipt of the statement and assisting or interceding when the dispute cannot be resolved in the normal method using the government cardholder dispute form; this involves contacting the Bank Card Service and/or vendors for billing/credit information, matching invoices to the Integrated Funds Distribution Control Point Activity, Accounting and Procurement (IFCAP) receipts, and performing follow-ups on delinquent actions.
  • Serves as Education Liaison for the Purchase Card Program.
  • Conducts formal training for program participants and management officials on various aspects of the program, including detailed purchase card training on IFCAP package.

Time-in-grade: Applicants must also meet time-in-grade requirements. For a GS-07 position, you must have served 52 weeks at the GS-06 level.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Manages, administers and ensures compliance with Purchase Card Program standards, policies and procedures, and VA and Federal Acquisition Regulations and financial regulations pertaining to purchase card procurement actions and use of appropriate accounting data.
  • Administers the purchase card program by providing assistance to program participants and management officials.
  • Identifies areas of concern and non-compliance and recommends approaches to Purchase Card Manager.
  • Assures appropriate training with mandatory certification, as outlined in the purchase card guide of cardholders, approving officials, and alternate approving officials, prior to issuance of purchase cards.
  • Provides technical assistance, education, performs audits, collecting, analyzing and interpreting data and prepares management reports.
  • Provides assistance by trouble shooting problems and concerns timely via telephone or direct interaction, providing direction and solutions for problem areas.
  • Generates reports in VistA program (includes IFCAP as it relates to purchase card program).
  • Provides data for a variety of needs to include, but not limited to Word, Excel, Outlook, SharePoint, PowerPoint, etc.
There is no educational substitution for the GS-07 level.
