Job Description
Civilian Pay Technician (OA)

The incumbent performs work related to determining pay,maintaining payroll records, and completing related reports pertaining to civilian employees of the Federal Government. The employee operates under an automated payroll system in which data is coded and verified by the incumbent and submitted to the agency payroll-processing center through the DFAS system called DCPS. Processes a variety of complex pay cases within the full range of payroll functions. Reviews personnel actions for proper application of pay regulations and consistency of input for appointments, promotions, pay adjustments, reassignments, awards, and separation. Reviews authorization documents and codes the appropriate date for input into an integrated personnel and fiscal automated system to properly update employees' master records. Such documents include authorizations for changes to direct deposits, health benefits, life insurance, Federal and State taxes, residence and mailing addresses, uniform allowances, union dues, leave group changes, and recurring deductions and allotments, Post 1956 military service deposits, etc. Reviews known changes listing provided to assure that approved actions have occurred, i.e. changes in work schedule.

The incumbent is technical advisor to employees on matters of time and leaves as they affect pay computations. The incumbent conducts training of newly appointed timekeepers and reviews training programs annually for approximately 2(00+ timekeepers and their alternates and provides training to Supervisors and Service Chiefs responsible for approving and certifying timecards. The incumbent audits all timekeepers on an bi-annual basis; providing advice and assistance on payroll matters. Performs other duties as assigned, normally of a related nature.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience and/or education as described below:

GS-5 Qualifications require:
At least one (1) full year of specialized experience equivalent to at least the next lower grade level GS-4 in the Federal service. Specialized experience includes: Knowledge of pay regulations, public laws, consistency of input in the actions; ability to pull, calculate, process data and follow instructions and procedures; skills in processing payroll and retroactive adjustments.
OR
Successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.
OR
Have a combination of experience (as described in the job opportunity announcement) and education that when combined, equals 100% of the total requirement.

GS-6 Qualifications require:
At least one (1) full year of specialized experience equivalent to at least the next lower grade level GS-5 in the Federal service. Specialized experience includes: Knowledge of pay regulations, public laws, consistency of input in the actions; ability to pull, calculate, process data and follow instructions and procedures; skills in processing payroll and retroactive adjustments; ability to review personnel documents relating to proposed personnel appointment, change, or separation actions which affect the pay of employees to ensure correctness.; skills in processing payroll and retroactive adjustments; ability to perform the full range of assignments with the higher level of independence; knowledge of computer systems, (OLDE, ETA, MyPay, VISTA, VATAS, etc.) as the result of changes in laws and pay regulations; ability to provide training to multi-level personnel; ability to submit and certify accuracy of all data submitted in PAID to the Corporate Franchise Data Center, Austin Texas.
