Job Description
Medical Technician
  • Performs analysis on unknown samples that are introduced as a means of checking performance;
  • Selects, performs, evaluates, and monitors the performance of test procedures using manual and/or automated techniques;
  • Recognizes emergency situations and takes necessary actions;
  • Interacts with clinic personnel to correct discrepancies;
  • Draws blood from outpatients for requested laboratory tests;
  • Verifies the patient as the individual denoted on the request and labels all tubes with the patient's name, social security number, date, and time to insure proper identification;
  • Adheres to safety, infection control, and universal precautions at all times while drawing blood;
  • Performs the following special drawing procedures; and collecting timed specimens such as growth hormone, peak and trough drug levels, glucose and lactose tolerance specimens

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that may have been gained in (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g. biological laboratory technician work, that required application of the methods and techniques for the positions being filled.
    OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Successful completion of a four (4) year of course of study to a Bachelor's degree with major study or at least twenty-four (24) semester hours in subjects appropriate to the position being filled. This education must have been obtained in an accredited college or university. (Transcript required.). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .Equivalent combinations of creditable specialized experience and education as described above to meet the total experience requirements for the Medical Technician position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires extensive and recurring physical exertion such as standing for long periods of time, bending, lifting (less than 40 pounds), walking, stooping and stretching. The work is performed in adequately heated, lighted, and ventilated clinical lab. The work involves regular and recurring risks or discomforts associated with working in a clinical laboratory, e.g., working with infectious substances, contagious diseases, and irritant reagents. The technician wears protective clothing such as lab coats, gloves and goggles.
