Job Description
Health Care Education Specialist
  • Developing Veteran Health Education classes and materials for health care programs.
  • Developing innovative, advanced, and updated patient health education material to meet the needs of patients, families and clinicians.
  • Working with Medical Media to design and format products utilizing current policies for health literacy and coordinates.
  • Collaborating with PERC and VHE to develop and expand educational program for emerging technologies and systems, e.g.,MyHealtheVet, television programming.
  • Providing direct patient contact, including staffing the PERC and participating in health education initiatives.
  • Ensuring the views, guidelines, and interests of patient education are promoted with respect to current policy and emerging policy issues.
  • Extracting and assembling information, conducting analysis, developing reports, presentations, guidelines, instructional methods, materials, and new or improved applications of educational technology for programs.
  • Using a wide range of well-established principles, concepts, and methodologies to assist in recommendations for procurement of equipment/technology, including electronic, audiovisual, and adaptive materials.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:

  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
  • Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. In addition to the qualification above you must also meet the following:

Basic Requirements: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major study in education or in a subject-matter field appropriate to the position. OR
Combination of Education and Experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

Minimum Qualifications for GS-07:
Specialized Experience:
At least one year of specialized experience equivalent to the GS-05 level in the Federal service. Specialized experience is defined as experience which equipped you with the knowledge, skills, and abilities required to perform successfully the duties of the Health Care Education Specialist, and that is typically in or related to the work of the position. Examples of specialized experience include: Collaborating with others or working on teams to accomplish work-related activities, assisting with the development of education materials and programs, proofreading and editing documents for format or grammatical, spelling, or typographical errors, participating in formal and informal trainings, and promoting or developing and maintaining good working relationships with key individuals or groups. OR
Education: One year of graduate-level education in a subject-matter field appropriate to the position or superior academic achievement (S.A.A). This education must have been from an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours the school attended has determined to represent one full year of study (transcripts must be submitted). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. OR
Combination of Experience and Education: A combination of experience and education as described above to qualify at the GS-07 level. This can be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-07.

Minimum Qualifications for GS-09:
Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is defined as experience which equipped you with the knowledge, skills, and abilities required to perform successfully the duties of the Health Care Education Specialist, and that is typically in or related to the work of the position. Examples of specialized experience include: Assessing educational or training needs, assisting with developing and implementing patient education delivery systems including materials, classes, and documents, assisting with designing programs and products using current policies for health literacy, participating in on-the-job training and developmental assignments, reviewing reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity, ensuring that activities, services, or products reflect organizational goals and objectives. OR
Education: Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a subject-matter field appropriate to the position.
Combination of Experience and Education: A combination of experience and education as described above to qualify at the GS-09 level. This can be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-09.

  • Experience working in patient health education.
  • Experience developing health education programs and materials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
