Job Description
RRTP Program Manager-Social Worker

Social Work Program Manager is expected to:

  • Organize work, set priorities, delegate tasks, and met multiple deadlines.
  • Evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
  • Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
  • Skill in managing and directing the work of others to accomplish program goals and objectives.
  • Ability to translate management goals and objectives into well-coordinated and controlled work operations.
  • Ability to establish and monitor production and performance priorities and standards.
  • Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
  • Provide staff with weekly, monthly and annual trainings according to treatment developments in PTSD and substance abuse. Maintains the standard operating policies for Roseburg VA HCS RRTP along with routine staff education and updates as needed.
  • Works with each member of the interdisciplinary treatment team to established policies and procedures for managing consults, admission screening, interdisciplinary treatment team meetings, admission intakes, weekly treatment, and discharge planning.
  • Ensures each member of the RRTP team is trained on the Mental Health Suite treatment program planning and maintains and tracks a process for monthly chart reviews and education for staff related to Mental Health Suite Program compliance, updates, rollouts, fidelity, review, updated education and training, and verification of treatment.
  • Works with other Roseburg VA HCS, VISN 20, and VA programs to provide admission information and establish discharge planning.


Work Schedule: Monday-Friday, 8:00am to 4:30pn

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website.
  • Experience: Must have two years of social work experience, one of which must be at the GS-11 level.
Preferred Experience: Supervisory and program management experience.

Grade Determinations: In addition to meeting the above requirements, you must also demonstrate:

Demonstrated Knowledge, Skills, and Abilities

1. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.

2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.

3. Ability to supervise multidisciplinary staff assigned to the program.

4. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).

5. Ability to provide training, orientation, consultation and guidance within clinical specialization of practice.

Experience, Education and Licensure. Individuals assigned as social worker program coordinator or manager must be licensed or certified at the advanced practice level. Their experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
