Job Description
Visual Information Specialist

The incumbent serves as a Visual Information Specialist in Medical Media Department reports to the Business Development Officer. The incumbent performs work involving communicating through visual means which includes, but is not limited to, videography, graphic design, copywriting, presentations, newsletters, posters, banners, flyers, pamphlets, exhibits and other methods of visual communication. The work requires the knowledge of and ability to apply the principles of visual design; knowledge of the technical characteristics associated with various aspects of visual display; and the ability to present subject matter information in a visual form that will convey the intended message to, or have the desired effects on, the intended audience.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday ~ Friday, 8:00 AM ~ 4:30 PM

AREA OF CONSIDERATION: VA-wide and All Status Eligibles, however, first area of consideration will be given to permanent local VAMC employees. Second area of consideration will be given to permanent VISN15 & VA employees. Third area of consideration will be given to status eligible candidates.

You may qualify based on your experience and/or education as described below:
GS-7

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with communicating information through audiovisual means. This includes knowledge of all phases of audiovisual production, programming, and editing from inception to completion, and skill in modifying or adapting standard practices and procedures. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9
GS-9
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with communicating information through audiovisual means. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,

You must have an combination of specialized experience and education beyond The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Without assistance, the incumbent must be able to move and set up camera equipment to various locations on the hospital grounds. The Incumbent must be able to set up equipment: wires, lighting tripods, boxes, digital cameras weighing anywhere from 15lbs to 30lbs. The incumbent must be able to walk up and down stairs, carry heavy equipment to various locations at the hospital. There may be situations where the employee will be required to keep the digital camera on the right or left shoulder for prolonged periods of time. On rare occasions the Incumbent may be required to 'digitally capture' medical procedures (for educational purposes). Other work is sedentary and occasionally requires carrying light Objects, such as files, books, and papers.
