Vocational Rehabilitation Counselor
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/22/2019. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: The Social Science Series, 0101 requires individual to possess the Individual Occupational Requirements in order to be appointed. Applicants must possess one of the following: A. Degree: In behavioral or social science; or a related discipline appropriate to the position. (Major Study-Vocational rehabilitation, vocational or educational counseling, or related discipline appropriate for the position) B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Education Requirement: VRC 0101 incumbent must possess a Master's Degree from an accredited college or university in rehabilitation counseling, including an internship; or a master's degree in counseling psychology or a related field. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Providing pre-employment assessment and workforce re-entry planning services to Veterans. Coordinating VA and non-VA services for disabled Veterans. Conducting community-based follow-up services to integrate Veterans into the community. Identifying psychiatric disabilities, psychiatric diagnoses, and vocational oriented services utilized to address identified diagnoses and disabilities. Providing group and individual counseling. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. You will be rated on the following Competencies for this position: Communication Customer Service Interpersonal Skills Intervention Therapy and Counseling Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. While sedentary, the stress involved in dealing continually with persons in emotional distress and who may be uncooperative and occasionally assaultive makes this work notably more demanding than most sedentary positions. The work environment involves everyday risks or discomforts, which require safety precautions typical of hospitals, offices, meeting rooms, and community based business establishments. Veteran patients may display a broad variety of psychological problems and/or psychiatric symptoms with various levels of both physical and/or mental disability. Some may be considered to be a danger to themselves or others. The incumbent is exposed to the typical diseases found in hospitals, health clinics, and among the homeless Veteran population. The work is accomplished in the community where the environment cannot be controlled. The work requires the ability to safely operate a GSA vehicle for community work and the transportation of Veterans as part of their VR treatment.
