Project Controls Regional Manager, Construction
JOB SUMMARY  

Responsible for planning, managing and directing project control operations for a region in support of multiple programs to include the following functions: project delivery process, cost management, capital forecasting, schedule management, safety management, quality, risk management, contract administration, technology, vendor management, KPI/SLA adherence, training, benchmarking, standardization, innovation and data reporting.


Geography - Regional

Work group under management - typically <10

Annual avg CAPEX cash flow under management

GWS - typically less than $150M USD


ESSENTIAL DUTIES AND RESPONSIBILITIES


Working under general direction, responsible for managing operations and administrative support for a business unit or large department. Manages and oversees delivery practices, process improvement, controls for specialized software and other functions enabling the department or business unit to meet objectives in an effective and efficient manner.

Acts as key financial and logistical liaison and/or resource between management to either: an LMA (Local Market Area), business unit, large department or work group. Works with management team(s) to identify, develop and implement strategic plans to achieve goals. Implements actions for improvement and practical solutions as approved by management.

Responsible for business metrics, developing processes and standards to streamline overall business operations. Conducts special financial and business studies and other duties as assigned by management. Produces routine ad hoc reports, packages and pro forma analyses for management and business unit.

Prepares reviews and monitors data reports including pipeline and other business metrics. Makes recommendations on revised controls and implements actions for improvement. 

Oversees submission of reports/request deadlines. 

Responsible for troubleshooting and resolving complex inquiries and requests from internal and external clients. Provides updates relative to project resource and fiscal plans. 

Leads and facilitates communication of best practices, policies, procedures and initiatives to support field operations. Ensures shared knowledge to implement process improvements. Facilitates process improvement by engaging appropriate resources in issue identification and resolution. 

Acts as system administrator for specialized software utilized by the business group to support its operations. Maintains systems by researching and resolving problems, maintaining system integrity and security. Coordinates software/release upgrades with IT. Prepares and provides training and reference material to assist users.

Develops training program(s), business processes and system training program(s) for a team to include creation of training strategy and implementation of training plan for the region.

Leads and facilitates communication of policies, procedures and initiatives to ensure consistency across the region. Ensures shared knowledge, implements process improvements and engages right resources in issue identification and resolution.

SUPERVISORY RESPONSIBILITIES


Provides formal supervision to individual employees within single functional or operational area.

Recommends staff recruitment, selection, promotion, advancement, corrective action and termination. Plans and monitors appropriate staffing levels and utilization of labor, including overtime. Prepares and delivers performance appraisal for staff. Mentors and coaches team members to further develop competencies. Leads by example and models behaviors that are consistent with the company's values.

EDUCATION and EXPERIENCE


Bachelor's degree (BA/BS) from four-year college or university. Minimum of five years of related experience or minimum of six plus years experience including four years of management experience; or equivalent combination of education and experience.

Previous supervisory experience required.

CERTIFICATES and/or LICENSES

PMP Preferred


COMMUNICATION SKILLS


Ability to comprehend, analyze, and interpret the most complex business documents. Ability to respond effectively to the most sensitive issues. Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action.


FINANCIAL KNOWLEDGE


Requires in-depth knowledge of financial terms and principles. Ability to calculate complex figures. Ability to forecast and prepare budgets. Conducts financial/business analysis including the preparation of reports.


REASONING ABILITY


Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.



OTHER SKILLS and/or ABILITIES

Proficient in Microsoft Office Suite products such as Word, Excel, Visio, Project, Outlook, etc. Spreadsheet skill set to include advanced functions such as pivot tables, macros and database management required.


SCOPE OF RESPONSIBILITY


Decisions made with in-depth understanding and interpretation of procedures, company policies and business practices to achieve general results. Responsible for setting department deadlines. Errors in judgment may cause long-term impact to co-workers, supervisor, department and/or line of business.
