About State Center Community College District

State Center Community College District includes four colleges (Fresno City College, Reedley College, Clovis Community College, and Madera Community College) and additional campus locations serving urban and rural territories. The District employs over 2,800 employees, enrolls nearly 70,000 students and covers more than 5,743 square miles spanning four counties, serving approximately 1.8 million people and 38 unified and high school districts in its service area.

The ideal candidate will share a commitment to the District's mission of serving the diverse and vibrant Central Valley by efficiently delivering a comprehensive array of postsecondary educational programs and support services to meet a range of student needs and student goals, including associate and baccalaureate degrees, transfer, employment-ready certificates, and lifelong learning. The ideal candidate will also work together with the faculty, classified professionals, administrators, and Trustees, at our four colleges, to create innovative, and antiracist teaching a learning environments at each of the four colleges that are welcoming, accessible, and student-centered, designed to bolster our students' social and economic mobility locally, regionally, and globally.

Chancellor Position Overview

State Center Community College District (SCCCD) is seeking an experienced and visionary leader to serve as the next Chancellor for our multi-college district. The Chancellor will provide unifying and participatory leadership to a dynamic, complex, diverse district. The Chancellor will build upon the district's strong legacy of achievement and leadership in the communities served.

As chief executive officer of the District, the Chancellor is responsible to the Governing Board for the administration of the District in accordance with the provisions of the California Education Code and the policies of the District. The Chancellor exercises general supervision over the offices of the College Presidents, Deputy Chancellor, Vice Chancellors, Executive Directors of Public and Legislative Relations and Foundation, General Counsel, and Chief Technology Officer.

The successful chancellor will be an equity-minded individual committed to student success by collaborating with faculty, classified professionals, administration, students, and community partners who are also dedicated to closing equity gaps. An equity-minded individual is a person who:

1. Understands the importance of holding one another accountable as educators for closing equity gaps and engaging in equitable practices;

2. Reframes inequities as a problem of practice and views the elimination of inequities as both an individual and collective responsibility;

3. Encourages positive race-consciousness and celebrates the diversity and the humanity of all people;

4. Reflects on institutional and teaching practices and aims to create a culturally responsive environment; and

5. Strategically builds buy-in and participation for equity-related initiatives.

Challenges and Opportunities

The Chancellor of State Center Community College District will set the example of collegiality and collaboration through ensuring the success of the participatory governance process, and timely, prompt, and complete district-wide communication. This will lay the foundation to build relationships and re-build trust with and between the District office and the Campuses.

The review and implementation of various district-wide planning documents in respective areas provide both challenges and opportunities. These fall in the following areas :
  • State and federal budget allocations, in addition to district-wide allocation models
  • District-wide staffing plan needs development and implementation to support programs, services, and new buildings coming online
  • Aging facilities and grounds require attention and resources
  • District-wide technology plan needs development

The Chancellor will possess strong navigation skills to support the various negotiation processes and provide oversight to the presidential leadership of the four distinct colleges.

Ideal Characteristics
Under administrative direction of the Board of the Trustees and in accordance with provisions of the California Education Code, the rules and regulations of the Board of Governors of the California Community Colleges, and the policies and administrative regulations of the District, the Chancellor will serve as the chief executive officer of the District. The Chancellor will serve as a strategic advisor to the elected Board of Trustees in an open and receptive manner and supporting a clear delineation between the roles of the Board and the administration while implementing Board policies, regulations, and operational processes.

The Chancellor will provide leadership to a large and complex multi-college district committed to student success by supporting quality instructional programs and support services while serving an increasingly diverse population. In so doing the Chancellor will:
  • Be an approachable and highly visible leader throughout the District and in the community, who provides leadership, inspiration, and support for the success of students and the advancement of the institution;
  • Provide equitable allocation of resources and program management across the District through a successful track record of fiscal leadership, fundraising, and budget management;
  • Demonstrate the ability to navigate complex financial challenges, align resource decisions with student and campus needs, and develop both proactive strategies and contingency plans that sustain operations and minimize disruption and;
  • Be responsive to members of the business and industry sector in promoting a highwage, high-demand workforce and economic development initiatives that address the current and future needs of the region and state.


The Chancellor will be a visionary and articulate the future of State Center Community College District in a clear and compelling manner by:
  • Supporting a culture of innovation, including but not limited to emerging technologies, such as artificial intelligence;
  • Being inclusive by enhancing professional development of faculty and classified professionals to strengthening teaching and learning and student support services;
  • Improving workforce readiness through timely and relevant professional learning opportunities;
  • Creating a culture of inquiry and effective decision-making based on data analysis, evaluation, and stakeholder community engagement while respecting the roles in participatory governance process and;
  • Fostering a culture that invests in, retains, and attracts dedicated and talented employees by strengthening internal relationships, supporting professional growth, improving morale and workplace conditions.

The Chancellor will demonstrate a commitment to integrity, trust and transparency to cultivate and maintain confidence across the District through:
  • Advancing the objectives of the State Chancellor's Vision 2030;
    • Building on existing relationships and initiating new partnerships and programs with K-12, college, and university partners to support the development of career and/or transfer pathways;

  • Continue to support the work of State Center Vision 2035;
  • Strengthen the relationship between the District, Colleges and the local
    communities, and solicit input and support from community representatives and;
  • Manage and direct the development, implementation and evaluation of plans, work
    processes, systems and procedures to achieve annual goals, objectives, and work
    standards.

Minimum Qualifications

All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender, gender identity, sexual orientation, and ethnic backgrounds of community college students as these factors relate to the need for equity-minded practices; AND

Earned master's degree from a regionally accredited institution or equivalent; AND

Five (5) years of senior-level administrative experience in education, defined as an executive position reporting directly to a governing body or chief executive officer an being responsible for a broad operational segment of the organization with significant fiscal and programmatic oversight (e.g., academic affairs, student services, administrative services, college campus);

Licenses, certificates and other requirements
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.

Compensation: Salary and Benefits
State Center Community College District offers a comprehensive fringe benefit package including medical, dental, vision, life insurance, sick leave, vacation benefits and the California State Teachers' Retirement System (CalSTRS) or Public Employee Retirement System (CalPERS). Salary and other benefits are competitive and negotiable and depend upon experience and qualifications. The successful candidate should be available for service no later than January 1, 2027.
Desired Qualifications
  • Earned doctoral degree from a regionally accredited institution;
  • Community college Presidential experience;
  • Administrative experience in a large single-college district or in a multi-college district;
  • Proven ability to advocate at the various levels of government on behalf of the District and its colleges.
  • Experience and skill with addressing issues of equity for racially minoritized students;
  • Demonstrated leadership in providing support for the comprehensive student experience;
  • Demonstrated commitment to fostering a supportive and transparent organizational culture by actively engaging with employees at all levels, strengthening communication, and promoting trust, collaboration, and shared decision-making across the District;
  • Proven record of successful management of resources, including integrated planning and budget development, during both increasing and decreasing budget cycles;
  • Demonstrated experience to effectively navigate the complex policy, legal, and accreditation environment of California community college environment or a comparable system;
  • Successful external resource development experience, including pursuit of grant funding and community support through partnerships and foundations;
