GENERAL DESCRIPTION:
NCSL’s Denver-based Health Program seeks a Program Principal with expertise in Medicaid policy and other health care access issues. This position will work as part of a team funded under grants. Team members carry out numerous work assignments to meet the information needs of state legislators and legislative staff across the country (from the 50 states, D.C. and the territories) to help them make more informed decisions. Grants that support the position require successful completion of work products, such as writing publications, planning and conducting national invitational meetings, making educational presentations, providing individual state technical assistance presentations, updating web pages, tracking state legislation, planning webinars, and responding to information requests from members across the country.

This position may also perform some fundraising and grant management duties, including grant writing, communications with funders, and writing grant reports. The position is non-partisan and non-advocacy and requires expertise in Medicaid policy research, analysis, writing, speaking to legislative audiences, program planning and development gained through progressively more complex and more in-depth work over several years. The position will require out-of-state travel (likely up to about a dozen trips per year) to meetings and to individual states to provide technical assistance. The ideal candidate has state legislative experience, can handle a diverse range of tasks on several projects that cover specialized Medicaid and other health access topics, and can contribute to fundraising and grant management activities.

This position is grant-funded and is subject to reduction in percentage of time covered or elimination if grant funding becomes unavailable.

RESPONSIBILITIES AND DUTIES:
A program principal has a level of knowledge and expertise approximating that of management personnel and the ability to handle, organize or oversee any task or project in a program. Employees in this class may not have formal program management or supervisory responsibilities but give generously of their time and are sought out regularly by other professionals for their knowledge, skills, political advice, and technical expertise. A program principal's performance is superior in all aspects, is self-generated, and creatively extends the expectations of the job beyond productive completion of regular work assignments. A program principal exemplifies the highest standards of professional conduct and dependability even under pressure or in unanticipated situations. A program principal should have knowledge expertise gained through experience; can work independently in performing duties; and has a consistently outstanding degree of comportment, achievement and effort.

Typical duties include the following:
1. Working collaboratively with other team members to accomplish tasks and projects.
2. Writing publications and reports.
3. Making presentations to legislators and legislative staff and other groups as needed, which typically requires out-of-state travel.
4. Responding to constituent and media requests for information, many of which require some policy research.
5. Planning, coordinating, attending and facilitating meetings for NCSL members.
6. Planning, conducting and/or participating in conference calls and webinars.
7. Communicating and collaborating with funders.
8. Seeking funding opportunities to support NCSL’s health policy work.
9. Writing grant applications and progress reports.
10. Tracking and analyzing laws and legislation.
11. Evaluating work activities to ensure they are meeting the needs of NCSL’s legislative members and funders’ expectations.
12. Anticipates emerging issues of importance to state legislatures and initiates research, technical assistance, or seminar programs to respond, in line with funding sources available.
13. Conducts complex, integrative research projects with an understanding of their political context and can provide substantive advice and intricate policy interpretations to legislators and legislative staff.
14. Develops and maintains networks with other public interest groups, the private sector, and state, federal or other governmental officials, thus helping to promote NCSL positions, activities or programs.
15. Coordinates research efforts among projects in an NCSL program and with other organizations to enhance policy formulation and program development.
16. Participates in planning, work plan development and issue identification for a program.
17. Identifies opportunities and initiates ideas for presentations, publications, technical assistance workshops, videotapes, letters, memos, newsletters and articles, in line with funding sources to support the work.
18. Writes skillfully and with minimal need for editing for the full range of publications including issue briefs, web reports and magazine articles.
19. Initiates innovative approaches to technical assistance programs, concurrent sessions, and seminars.
20. Independently plans, organizes and conducts comprehensive and balanced technical assistance programs, major state or regional conferences and national seminars and may play the lead role in coordinating the work of other professional staff in large, multi-topic seminars.
21. Independently manages multi-state or particularly complex technical assistance efforts.
22. Provides technical assistance to states that goes beyond general information dissemination and includes state-specific policy analysis and options, and in-depth problem solving.
23. May manage and staff a committee, task force, staff section, subcommittee, advisory group or ongoing working group.
24. Develops concepts for new projects in one's own and other subject areas, initiates proposals for new activities or funding opportunities, and independently develops complex project budgets and grant applications.
25. Assists with developing relations and conducting negotiations with new funding sources.
26. Establishes and maintains effective relations with leaders, legislators and legislative staff involved with difficult issues, states, or special constituencies.
27. Represents NCSL in substantive discussions and can explain and interpret NCSL programs and policies.

SUPERVISORY RESPONSIBILITIES:
May oversee one or two staff or serve as coordinator of a team of other professionals on a short-term project.

WORK ENVIRONMENT:
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, copy machines, scanners and smartphones.

PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

This is largely a sedentary position that requires the ability to speak, hear, see, lift small objects up to 50 lbs., open filing cabinets and bend, stoop, or stand on a stool as necessary. Requires the ability to travel locally, regionally and nationally, including overnight and weekends.

Qualifications & Requirements
QUALIFICATIONS:
Experience and Education
• Bachelor's degree plus eight years of relevant and progressive policy work experience that includes substantial expertise about state Medicaid policies, and good working knowledge about federal Medicaid requirements and options.
• The following work experience or some equivalent combination is preferred: four years of professional experience with NCSL or with a state legislature, government or another relevant organization, including with focused work on Medicaid policy.
• Post baccalaureate education is preferred, and up to three years credit may be applied toward the required work experience for graduate / post-baccalaureate education (e.g., a master’s degree, advanced professional degree or doctoral degree).

Knowledge, Skills and Abilities
• Excellent writing, speaking, research, analytic and organizational skills.
• Skill and competence in working effectively with state legislators and legislative staff and dealing with politically sensitive constituencies.
• Excellence in working independently and under pressure on multiple projects.
• Excellence in working collaboratively with others across projects and topics that intersect.
• Skill and competence in the interpersonal skills needed to supervise, coordinate and lead others.
• Substantial knowledge and technical expertise in Medicaid policies and other assigned policy areas, such as health care access, reimbursement, state budgeting and utilization management.
• Knowledge of state legislatures and state-federal issues.
• Ability to travel out-of-state on work assignments (typically up to about a dozen trips per year, from two to five days at a time).
• Able to maintain confidentiality and handle politically sensitive work in a non-partisan and non-advocacy way.
• Ability to maintain professional appearance and demeanor.
• Ability to maintain regular and punctual attendance.
