RTIís Governance and Youth Economic Opportunities (GYEO) Division, one of five technical divisions within the International Development Group (IDG), is positioning for growth and an increased number of anticipated new business opportunities especially in the governance sector. We are seeking a Senior Anti-Corruption and Accountability Specialist to provide technical thought leadership, particularly in anti-corruption, transparency and accountability, and help successfully expand RTIís international portfolio of projects in governance. The position will report to the Technical Director of Governance.
We are looking for a technical expert with proven success applying evidence, good practice and innovations to design and manage effective anti-corruption, transparency and accountability programming. The position is a mix of new business, technical advisory services, and research.
The position requires up to 30% travel (when COVID-19 restrictions are lifted) and can be based in Washington DC or Raleigh, North Carolina (when return to office conditions are permitted) or remote.
Essential Duties and Responsibilities:
Business Development and Growth (60%):
-Provide leadership to expand RTIís portfolio of anti-corruption, rule of law (RoL), transparency and accountability programming, including the development of new strategies to strengthen partnerships, staffing and technical solutioning.
-Serve as lead technical writer for anticipated anti-corruption, transparency and accountability opportunities with USAID, UKAID and other donors (between 2-3 annually).
-Lead capture efforts including country reconnaissance for governance opportunities.
Technical Assistance and Project Management (25%)
-Serve as senior project manager for anti-corruption, RoL, accountability and governance projects.
-Undertake short term technical assistance to projects in Africa, Asia and Latin America and the Caribbean and coach/mentor COPs and project teams to deliver effective anti-corruption, transparency and accountability tools, approaches and methodologies.
-Undertake anti-corruption assessments, develop action-plans, and activity planning for new proposals.
Research and Scientific Stature (15%)
-Design and undertake research to drive innovation, adaptation and learning of anti-corruption, RoL, transparency and accountability programming.
-Provide thought leadership through articles, blogs and presentations to USAID, clients and peer organizations.
-Masterís degree in related field and 12 years of progressive experience in international development with a focus on anti-corruption, transparency and accountability and related governance programming.
-Experience working on USAID programming required. Experience with other donors, including UKAID and the Millennium Challenge Corporation a plus.
-Experience working on governance, and especially anti-corruption, transparency and accountability programming required, including in-country experience managing governance-related programming, with proven success delivering results.
-Experience undertaking comprehensive anti-corruptions assessments at the country/institution and/or sector/sub-sector levels.
-Demonstrated track record of leading winning proposal efforts in the governance sector, including proven proposal writing for USAID and other donors, and in-depth knowledge of business development best practices.
-Experience providing project management and technical advisory services to project teams required.
-Strong relationship skills and ability to work effectively with local organizations, government counterparts, and other stakeholders.
-Proven capability to establish and maintain a wide array of professional relationships and networks in the governance field, including with clients, key partners, and other industry actors.
-Excellent analytical, oral, and written communications, presentation, and problem-solving skills.
-Strong leadership, interpersonal, entrepreneurial and management skills required.
-Strong time management skills and ability to work under tight deadlines and to prioritize/manage multiple tasks simultaneously.
-Proven ability to work effectively in a team environment and at all levels of the organization, including with managers, peers, and technical staff at both headquarters and international locations.
-Fluency in English required: French or Spanish language skills preferred.
-Ability to travel up to 30% of the time.
-Must be eligible to work in the US.
