The State of Connecticut, Department of Transportation (DOT), is recruiting for two Connecticut Careers Trainee (Target Class: Transportation Planner 1) positions, one in the Environmental Documents Unit, and one in the Enterprise GIS Unit within the Bureau of Policy & Planning. The positions are located at the Department of Transportation Headquarters in Newington. These positions report directly to a Supervising Transportation Planner or employee of higher grade.

THE ROLE:
At DOT, the Enterprise GIS Unit is integral to the development and continued support of the Department’s Transportation Enterprise Data (TED) Management System, which is a data architecture and set of business processes for managing data. TED provides for a shared and integrated communal data experience from a common data platform while ensuring high quality, managed, authoritative data is consistently available and treated as a high value Department asset. Additionally, the Enterprise GIS Unit is the Department’s lead unit tasked with developing data management & analytical tools and providing visualization services for the rest of the Department.

The Environmental Documents Unit is responsible for environmental reviews which involve an interdisciplinary and interagency process. Candidates should be knowledgeable and have practical experience in environmental processes including: field work and data gathering, documenting impacts of proposed actions (individually and cumulatively), documenting assessment of potential adverse effects, alternatives analysis and proposed mitigation strategies. The position will be responsible for aiding in coordination of the required State and federal environmental documents which involves day to day interaction with other planners, designers, consultants, as well as the State and Federal regulatory and funding agencies.

EXAMPLES OF DUTIES:
Duties of this position include but are not limited to:
Conducting field work and planning studies relative to all transportation modes for the movement of people and goods
Developing, coordinating, and evaluating transportation programs
Collecting, analyzing, and updating data related to impacts of transportation facilities, projects, and programs and making recommendations based on this analysis
Performing trend, economic, and environmental analyses of transportation related data
Reviewing studies, surveys, and technical documents for conformance with department standards, needs, and state and federal laws and regulations
Providing planning assistance and coordinating activities and projects with local, regional, state, and federal agencies, private consultants and stakeholders
Reviewing proposed legislation and distributing information
May perform site analysis work
Performing related duties as required. Field work may be required and travel primarily within the State will be necessary

This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. Employees in their initial working test period must work on site in the office.
