Construction Services Selection and Bidding Specialist
The State of Connecticut, Department of Administrative Services (DAS), Real Estate and Construction Services' (DAS RECS) Office of Legal Affairs, Policy and Procurement (OLAPP) is currently accepting applications for a Construction Services Selection and Bidding Specialist to assist with overseeing and coordinating the research, development and implementation of all agency design and construction policies, practices and programs in Hartford, CT.

OLAPP manages the consultant and contractor selection and bidding processes, as well as the creation and management of design and construction procurement processes, procedures and forms necessary for the implementation of the design and construction of DAS RECS capital projects.

The Construction Services Selection and Bidding Specialist will:
Develop, improve, monitor and support on-line construction bidding, Quality Based Selections and Best Value Selections, including the research, development and implementation of all necessary procurement documents.
Develop, update, and maintain DAS RECS procurement forms, policies, procedure manuals, and Division 00 and Division 01 documents, ensuring all content complies with state and federal requirements.
Manage and maintain the DAS RECS website to ensure that content is current, updated and accurate.
Create and upload solicitations and contracts on the State Contracting Portal, ensuring that content is current, updated and accurate.
Act as the DAS RECS liaison with other DAS operating units regarding any new proposed on-line procurement program, and be responsible for implementing DAS RECS procurement processes and procedures in any such new program.
Assist in the review of Bid Documents from the Design Professionals for completeness, use of appropriate DAS RECS forms, and biddability.
Assist in the review of Bid Documents from Bidders for conformance with the Connecticut General Statutes and determining low bidder, including developing explanations to Bidders regarding rejection of Bid Documents.
Provide ad-hoc training for Agency staff in topics such as Microsoft Word, Excel, and PowerPoint, construction procurement and bidding policies, processes, and procedures, and State Contracting Portal protocols and standards.
Prepare reports and correspondence.
Perform related duties as required.
Permanent full-time position working 40 hours per week

Our office is located at 450 Columbus Blvd in Hartford, CT
After successful completion of a working test period, a flexible alternative work schedule is available.
