Program Lead - Hub Manager

Mid Shore Behavioral Health, Inc., a 501(c)(3) nonprofit organization located in Easton, MD, is seeking a Program Lead/Hub Manager to join MSBH in piloting a new, comprehensive program designed to expand access to high-quality behavioral health and related services for students enrolled in the public-school systems of the mid-shore region and their families. The Hub Manager is the first position recruited by MSBH to fulfill the deliverables of the pilot program and subsequently will be responsible for the development of a Hub liaison position and the development of an RFP for a consultant role, required for expertise and implementation of a regional Needs Assessment. This position will work closely with MSBH leadership, Local Management Board (LMB) leadership, and Local Education Authority (LEA) leadership to fulfill the Pilot deliverables, with initial priority focusing on the MOU development with the counties school leadership and development of a strategic plan to meet Pilot expectations. The Hub Manager will work closely with MSBH and regional leadership to fully implement the governing and advising structures to the Hub Pilot and will support the execution of the Community Support Partnership contracting and proposal development. The Hub Manager for the pilot phase is a 15-month position with the intent to continue into the full Hub Model in July of 2025.
This position reports to the MSBH Programs Director and Executive Director.
Specific areas of the Hub Manager’s focus are:
• Program Oversight: Implementation, monitoring, and measuring the program impact and deliverable accountabilities
• Governance: Facilitation and oversight of Coordinating Council and Advisory Board groups
• Mid-shore program leadership
• School MOU Development and primary liaise with the four mid-shore county school leadership.
• Supervise the Hub Liaison position(s) and the Consultant
• Work internally with MSBH team members for program development and fiscal oversights.
• Serve as the primary point of contact for the Hub Pilot
• Develop RFP for Consultant for Needs Assessment and Asset Mapping
• Develop relationships with key community partners and stakeholders. Specifically, leadership in the four-county schools system represented in the Hub Pilot

Qualifications & Requirements
Preferred Experience: New program implementation; building new systems of care; program development; program governance experience; experience working with coalitions and advisory boards.
Minimum Education: Master’s Degree or five years’ experience in grant and program oversight
Minimum Experience: Three years of experience in grant and program oversight; supervisory experience
Required Skills: Excellent verbal and written communication skills; meeting management; data and monitoring management; public presentation; knowledge of the Child and Adolescent Population and behavioral health needs; organizational and prioritization skills.
Ability to Travel: Will be required to travel as needed, regionally, for in-person meetings, training, events, or conferences.
