Job Description
Labor Relations Attorney
The New York City Council, an equal opportunity employer, is seeking an experienced Labor Relations Attorney to work in its Personnel Services Division.

SALARY: $110,000 to $150, 000

KEY RESPONSIBILITIES:

• Counsels the Members and Senior Management of the Council on employment and labor-related legal issues.
• Responsible for addressing employees’ issues and complaints that arise under the collective bargaining agreement, citywide contract and other state and federal laws.
• Investigate complaints by conducting interviews and gathering evidence as necessary.
• Prepare reports with analysis, findings, and recommended disciplinary or corrective action.
• Draft summary of charges, decisions and other applicable documents.
• Work with union representatives and management to address labor issues and disputes.
• Ensures grievances and disciplinary actions are handled and resolved in compliance with timeliness requirements, and at the highest standards for accuracy.
• Represents the Council in hearings before the Office of Labor Relations (OLR) and at labor/management meetings. May be called upon to testify on behalf of the Council at the Office of Collective Bargaining (OCB).
• Develop, conduct and coordinate training programs on a variety of workplace topics.
• Conduct in-person and virtual facilitation/training sessions.
• Ensure training programs are consistent with the Council’s mission, the Collective Bargaining Agreement (CBA), and are in compliance with legal requirements, and promote positive employee relations.
• Responsible for the instructional design of training materials and ancillary documents (slides, workbooks, handouts, facilitation guides, etc.) utilized during training delivery.
• Provide personalized learning support through one-on-one coaching sessions and targeted skill development.
• Partner with Learning & Development Manager to ensure alignment of learning interventions with Council goals and organizational objectives.
• Maintain an in-depth understanding of organizational policy manuals and workplace best practices.
• Maintain working knowledge of state and federal employment laws and regulations.
• Perform other duties, as assigned.

QUALIFICATIONS:

• Must have admission to the New York State Bar; and four years of recent full‐time responsible, relevant, satisfactory legal experience after admission to any bar.
• Must have experience conducting investigations and drafting charges pursuant to a collective bargaining agreement disciplinary process.
• Must have strong legal research and writing skills, excellent interpersonal and communication skills, a working knowledge of legislative and union processes, and familiarity with New York City and State law.
• Must have the ability to maintain absolute confidentiality of information, deal with sensitive information.
• Success in roles requiring execution of multiple tasks while responding to multiple priorities.

New York City residency required within 90 days of appointment.
