For the State of Connecticut’s Department of Housing (DOH), the Accounts Examiner role is accountable for independently performing a full range of financial duties regarding the Section 8 Housing Choice Voucher (HCV) and Rental Assistance (RAP) programs, including processing and administering funds to all housing payment and repayment accounts and close-out procedures.
Additional responsibilities include:
All DOH Accounts Receivable and Accounts Payable procedures related to the Section 8 HCV and RAP programs
Review and create annual budgets for DOH’s Section 8 HCV and RAP programs
Maintain central filing system for the DOH, assuring all documents are readily available
Create and maintain logs and registers on Section 8 and RAP units, government contracts and amendments, Federal and State programs, and distribute to appropriate employees
Perform financial duties as it relates to the HCV portability accounts; input and track “Port-In” checks from initial PHA’s and set up and mail portability invoices
Examine and reconcile accounting records with supporting data including vouchers, invoices, and cash receipts
Receive and review electronic lock box files daily for all tenant repayments from the bank
Process repayment hardship requests
Log incoming and voided checks into the DOH’s financial system
Process stop payments for landlord and tenant checks as requested
Send payment notifications or repayment invoices to tenants and other default notifications
Balance month-end procedures to process checks for landlords and tenants for all Section 8 HCV and RAP recipients
Monitor, log, and maintain monthly accounts receivables for Section 8 HCV and RAP repayments
Reconcile monthly payments to payment register reports exported from the Section 8 database
Assist the Research Analysts in creating and finalizing monthly close-out reports
Review and finalize monthly HCV Voucher Management System (VMS) reports
Finalize and submit monthly HCV financial reports to the Contract and Procurement Director and Grants and Contracts Specialist
Examine the DOH’s application of accounting methods and procedures on the Section 8 HCV and RAP programs to ensure compliance with accepted accounting and HUD principles, in addition to all federal, state, and local fair housing laws and regulations or requirements
Perform other related duties as required

First shift, 9:00 AM to 5:30 PM
