This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found HERE. Employees in their initial working test period must work on site in the office.

We are seeking a dynamic motivated candidate for this entry level opportunity to work collaboratively with our design teams to identify and analyze potential impacts to water and natural resources and obtain necessary approvals and permits for Department projects.

The Natural Resource Planning Unit performs early screening of Department projects for resource concerns, and coordinates projects with State and Federal resource agencies such as the U.S. Army Corps of Engineers (USACE), U.S. Environmental Protection Agency (EPA), National Marine Fisheries Service, U.S Coast Guard, and CT Department of Energy and Environmental Protectionís (DEEP). The unit oversees natural resource identification and assessment, performs wetland delineations, and conducts habitat evaluations and coordination required under State and federal laws and regulations. This unit also oversees site selection, design, monitoring and stewardship of the Departmentís compensatory mitigation sites and aids with determining permitting needs for Department projects and acquires permit approvals for State designed projects that impact water and natural resources.

The position in the Office of Environmental Planning requires knowledge regarding water and natural resource identification and assessment of potential impacts; as well as avoidance, minimization, and mitigation techniques; knowledge with both State and federal water and natural resource permitting requirements is preferred; as well as understanding of both federal and State related environmental topics and issues as they apply to FHWA, FTA and FRA and State funded projects.

This CCT position will be responsible for performing wetland delineations, including vegetation and soil surveys, completing environmental studies, habitat assessments and analysis, and will require regular field work in varying weather conditions.
Duties and responsibilities include, but are not limited to:
Production and review of reports required to identify resources which may be affected by transportation improvement projects;
Preparation and review of permit applications, coordination documents, and supporting materials for all modes of transportation projects;
Reading and interrupting design plans;
Working collaboratively with project engineers and design teams, elected officials, and the traveling public;
Conducting necessary coordination with State and Federal regulatory agencies; familiarity with ArcGIS, as well as performing related duties as required.
The length of the development program is determined by the experience and training requirements of the designated class and the prior experience of the incumbent. At the completion of the development program incumbents must meet the experience and training requirements of the designated class. The program cannot be less than one (1) year and cannot exceed three (3) calendar years in accordance with C.G.S. 5-234.

Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service.

All appointments to this class shall be under terms of a development program and in accordance with a time schedule approved by the Commissioner of Administrative Services. All development programs must be approved by the Department of Administrative Services prior to appointment to this class.

Eligibility for promotion to the target classification of Transportation Planner 1 is earned upon successful completion of the training program.

Candidates with a Bachelorís degree will serve a two (2) year training program.
Candidates with a Masterís degree in a closely related field may be eligible for a shorter training period.
SALARY NOTE *effective 6/28/2024

First year of training: Bachelor's degree and/or qualifying experience: FS 15 Step 1 ($55,328/year) Master's degree: FS 15 Step 2 ($57,320/year)
Second year of training: General rate: FS 15 Step 5 ($63,306/year)
The salary for an employee who completes any of the above minimum requirements after initial appointment to the Connecticut Careers Trainee job class will be adjusted commensurate with the schedule above and effective the pay period following the date the masterís degree has been conferred or the pay period following the date the appropriate number of credits as indicated above have been earned.

For current state employees, compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services, Determining Salary Upon Change in Class manual.

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.
