Job Description
Director of Country Programs (MOMENTUM)

MOMENTUM Routine Immunization Transformation and Equity (the project) applies best practices and explores innovations to increase equitable immunization coverage in USAID-supported countries. The project is USAID’s flagship technical assistance mechanism for immunization and is active in 12 countries and has supported over 18 countries. It builds countries’ capacity to identify and overcome barriers to reaching zero-dose and underimmunized children and older populations with life-saving vaccines and other integrated health services, including rebuilding immunization systems adversely affected by the pandemic. It also supports COVID-19 vaccine rollout across countries with a wide range of circumstances and needs.

The Director of Country Programs (DCP) oversees the design of country program strategies and management systems to ensure quality in program planning, implementation and monitoring to achieve project results. S/he leads a team of program managers, who work together with finance and operations staff and technical advisors, to ensure operational and technical excellence in M-RITE country programs. S/he ensures meaningful M-RITE consortium partner engagement and integration of core and crosscutting technical areas into country programs. The DCP ensures that immunization technical assistance approaches, as well as monitoring evaluation and learning, immunization financing and governance, strategic partnerships, social and behavior change and digital health TA are applied to strengthen country programs. A member of the M-RITE senior management team, the DCP supervises the central level country support team and M-RITE country-based leads.

This position will report to the Project Director.
RESPONSIBILITIES
Oversee the design, update and adaptation of country program strategies and management systems to ensure quality in program planning, implementation and monitoring to achieve project results. Ensure relevant and effective application of the project’s technical approaches (such as co-creation, social and behavior change, health system strengthening, strategic partnerships, etc.) within country programs.
Guide and oversee the development and approval of all country-based workplans and budgets ensuring feasibility, consistency with best practices and Project and Mission priorities. Troubleshoot implementation issues and identify solutions related to personnel, workload or coordination in collaboration with the SMT.
Together with key SMT members, ensure technical integrity of project country programs, ensuring M-RITE consortium partner collaboration and coordination in program design, integrated work plan development and implementation and monitoring of program activities.
Monitor the the completion of country-based deliverables and ensures high quality of products, including country work plans, quarterly reports, and annual reports.
Oversee country teams in program implementation. Ensure that country-level work is managed in accordance with JSI policies and procedures and local laws, and is in compliance with USAID rules and regulations. Ensure progress against commitments, and monitor and adjust personnel, plans, and budgets as necessary to achieve impact;
Lead a team of program managers, working with finance and operations staff and technical advisors to provide coordinated support for M-RITE country programs. Provide coaching and mentoring to country managers to improve the quality and breadth of project engagement.
Serve as a liaison with USAID/Washington and USAID country mission clients to communicate program goals and align with USAID priorities.
Ensure cohesion between country program technical activities and centrally funded and global priorities and activities.
Collaborate with M-RITE KM and Communications team to promote the strategic documentation, sharing and amplification of M-RITE country achievements and learning.
Work closely with Grants Management Team to develop systems to engage and monitor local organization technical assistance plans and track performance of local organizations.

COMPETENCIES:
Demonstrated program management competency and effective communication skills in dealing with clients, partners and other public health professionals.
Excellent interpersonal skills, including demonstrated ability to supervise team members and manage professional relationships.
Experience with USAID programs and processes is required.
Experience in designing and implementing management systems to support country program implementation.
Experience with organizational development and capacity building approaches, including with local organizations.
Demonstrated ability to analyze, assess and organize information and communicate to a diverse audience effectively.
Demonstrated understanding of relationships between program/technical function and operational management.
Excellent written and oral communications and negotiating skills;
Strong initiative and self-motivation required, with a commitment to teamwork and effectiveness within a nonhierarchical, participatory management environment.
Qualifications & Requirements
Education: MPH or related Master’s degree.
Experience: Minimum ten (10) years’ experience (6 years USAID/USG funded) working on international development projects that implement at a global scale. Minimum five (5) years’ experience leading teams in implementing country programs. At least 5 years’ experience leading workplanning for international development programs.
Travel: Ability and willingness to travel internationally.
Languages: Excellent written and oral communication skills in English. Fluency in French is highly desirable and will be prioritized.
