Program Manager- TARE, CAPE, and SCALEUP
Danville Community College developed from two institutions, Danville Technical Institute and the Danville Division of Virginia Polytechnic Institute opened in 1936 as Danville Textile School, becoming Danville Technical Institute just after World War II. The Danville Division of Virginia Polytechnic Institute first began as an engineering division in 1946 and was later expanded to include the first two years of course work for all engineering, business administration, liberal arts, and science majors. Beginning in the summer of 1966, all programs taught by Danville Technical Institute were brought under the Virginia Department of Community Colleges. Effective July 1, 1968, the Danville Division of Virginia Polytechnic Institute merged with the existing community college providing the comprehensive programs now offered.
The Program Manager oversees programs of Danville Community College that are designed to increase job skills and provide job placement for individuals with employment barriers. Develops partnerships and collaborative efforts with local businesses, multiple local and state social service agencies and community organizations, the business community and industry sectors to provide intensive counseling, workforce readiness training and job follow-up.
The Program Manager is responsible for overall operation of the project and staff; coordinates and enters into arrangements for delivery of services; conducts and coordinates the planning, budgeting, staffing, and evaluation of the project. The Program Manager ensures that all project goals and objectives are met and represents the program to Community College partners, community agencies, and residents of the service region.
This is a grant-funded full-time position that must maintain grant funding in order to maintain employment. Continued employment is contingent on the colleges receipt of funding.
KSA's/Required Qualifications:
Knowledge, training, and experience in public administration, business administration, health, social work, or closely related field.
Experience in Human Services field and experience working with the TANF population.
Demonstrated knowledge of effective workforce development practices that support student retention, completion, skill attainment and subsequent employment.
Demonstrated effective project management with complex, multi-site projects.
Experience with skillful program management, customer recruitment and outreach.
Proficiency in preparing, managing, and monitoring budgets.
Knowledge and experience in supervision to include training, evaluation, discipline methods and techniques, conflict resolution, and employee motivation.
Skilled in principles of management, planning, leading, organizing, regulating, conflict resolution, developing and implementing solutions.
Grant-development, writing, and administration experience.
Case management and file maintenance experience.
Knowledgeable of pertinent federal and state laws, rules and regulations.
The ability to communicate effectively both orally and in writing with a variety of staff, community leaders, faculty, students, and the public.
Strong organizational skills.
Experience with Windows-based computers and expertise with Microsoft Office.
Ability to utilize campus resources including a variety of software applications and relevant systems.
Ability to exercise discretion and use sound judgement in decision making.
Demonstrated commitment to a team-oriented approach as well as ability to work independently with little supervision.
The ability to travel.
