It's commonly accepted by greek historians that the Sigmas were the first organization to use Canes; just like they were the first to use dog imagery.
Sigma Gamma Rhos probably carry canes to signify the "Indiana Love" connection between them and Kappa Alpha Psi. In many parts of the country, they are brother-sister groups.
Most greek-letter organizations use canes/staffs as paraphenalia. They are as commonplace as paddles.

But I think that it is to enhance the gentlmanly persona that is Phi Beta Sigma Fraternity Inc.
I'm SURE that each org has their REAL meaning.. as do the Kappas...
