Need Advice... What would you do or think?

There is this guy I know he actually lives near me. We were introduced to each other we started talking to each other and everything was cool. Things gradually changed between him and me when he got real busy on campus. He stopped being considerate with me. he did not call and he would leave me hanging. So I got the message I am not stupid. I went on my merry way. But when I tried to do thatevery time this guy saw me he would try to strike up a conversation or he would stare at me. The thing is this is only when he saw me other than that I did not hear from him. It seems like it is starting up again. It is like I won't see him for a while and then I start running into him. Well he has me so confussed and when I ask him does he want to be friends he is like he considered us that already. I am like how by playing games and leaving me hanging. He just contradicts himself. He knows he does me wrong but I feel he is playing games. What would you think or do? Would you tell him to leave you alone cuss I know I am sick of him and I don't ask for him to talk to me.
