personally I dont see it as charging. BUT there was one instance earlier on in the summer when a fellow greek thought that I was charging when I asked what chapter the person was from. I must admit that at first I was confused because telling the year u cross and chapter was always consicered a friendly introduction in my eyes...kinda like saying hi my name is so and so when u meet some 1 for the first time. but what can i say...to each their own
