I'd pick Beyonce over Ashanti at any time. Beyonce, in my opinion, can sing a whole lot better than Ashanti, and I don't even think Ashanti's vocal style can match up with Beyonce's if she had the chance. So to me, there's no comparison; it's obviously Beyonce.
