Hampton is slightly more expensive ($15,464.00 vs. Howard $14,205.00). If you're planning to stay on campus, room & meal plan at Hampton is fixed $7,665.00, Howard's room & board varies based upon your dorm assignment & meal plan.
If you're staying off campus, cost of living is much more affordable in Hampton / Newport News than DC, however you'll need a car. DC housing is much more expensive, but you'll be able to use public transit to get around.
