i thought they built the colleges first, then the PJs. I think the universities just dont have the means to support their surrounding neighborhoods. True they didn't make HBCU's in the projects, they put them where they could be best accessed by the African American community. It is unfortunate that it seems that everwhere we go we bring trouble but that's my theory of what happend with the neighborhoods surrounding the HBCU's.
