It all depends on the respective fraternity's membership rules AND the campus' rules. I've known someone who joined her freshman year at another school, but wouldn't have been able to at Claflin b/c you had to be at least a sophomore. Transfers would be a different case, too many possibilities to give an outright "yes" or "no".
Is it underclassmen whom cant pledge, or just first year students...
Because what if you transfer, you arent underclass but you're first year...
it is based on the number of Howard credits you have...
the min.. is 30.
