In a few instances they shot at helicopters trying to land to deliver supplies. How long do you think people are going to keep doing this until Bush gives the order to...well...eradicate all who oppose?
Or how long until this renegade **** surrenders? Or better yet, what should be done?
Ok, so here's a solution, that will most likely fly over 90% of your simple minded heads. As Rodd said, it's survival of the fittest which literally means anarchy.
My first thought is, avoid lawyerly thinking, for the time being. Second thought, "acts of necessity" is legal concept which is perfectly applicable. Third thought, competition is a good thing, particularly within a constitutional republic.
How about this - appoint Bill governor of the military district of New Orleans, and GHWB military governor of Gulfiana (portions of Miss. and Ala.) with plenipotentiary powers of the US (federal) government. Limit the terms to 30-60 days, ask the congress to suspend habeas in conjunction with this, as well as resolve to "coordinate with state governors".
Use similar civil war actions as precedent.

AHHHH! Wait hold up a min. My brotha who is a Special Forces Sergeant with the 82nd Airborne people just left yesterday morning to go help the people in the area. His battalion was just ordered directly from the President to go "promote order" or whatever which I feel is needed but to a certain extent. I dont feel that they should be beatin up people and causing destruction. I do feel tha they should help the people stay slightly calm although its hard to do in a crisis, and help the relief workers provide care, food and general aid to the people. My brotha is very **** off that Mr. Bush waited till the last minute to send them off but im not even gonna go there...
