Ok, here's my $.02..........
Bush didn't know whether they were or were not WMDs in Iraq. What he basically did was listen to U.S. intelligence. They had a "hunch" that Iraq contained them but didn't really know for sure. On the other hand, Dubya just wanted to go to war and need a "feasible" reason to. So he just basically said "We have reason to believe that Iraq contains WMDs" just to go to war.
