Nah, I think in most cases it is what it is. An arrogant person is arrogrant because the carry the traits of an arrogant person. That's why there is a such thing as an arrogant person or it wouldn't be a word.
Just like someone is who is shy, happy, or angry. A person is what they are, calling it perception or not.
But what you call them is always based on your perception.
The images and objects (cars, books, tress etc) we see everyday with our own eyes is percieved, but still is what it is. So yeah, you can call it perception.

Attitude is not something that can measured in any way other than personal perception.

HmMm this is my personal opinion so please dont get offended =/ ... I am a very confident person especially when it comes to school and stuff like that but when I know someone doesnt like me and they're "hatin on me" I intentionally come off arrogant for the reason that I know I am better than them ( I know it is somewhat bias ) ... but when their attitudes towards me are stanK and waCk its hard for me not to acome across arrogant ... But I dont know I think I am a pretty nice person until someone upsets me :-)

and today one of my friends asked me why I didn't attend the honors ceremony I was invited to last Thursday...I replied with, "I don't need an award to tell me that I do my work and do it well"...and they said I'm cocky...I think I'm just confident...
A lot of the time is just the way people say shyt, not actually what they're really trying to say.
