Job Description Summary

DEFINITION

Under general supervision of the Director of Police and College Safety Services, this position answers calls from the public in emergency and non-emergency situations including traditional and non-traditional law enforcement functions. Dispatches public safety personnel to assist students, faculty, staff, and the general public in matters pertaining to the Public Safety Office, and perform other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Public Safety Dispatcher is distinguished from other classes of employment, in that incumbents are required to complete a California P.O.S.T. Dispatch Course Certification, Background Investigation, and Medical Examination per P.O.S.T. minimum standards. The incumbent in this position will promote Institutional Effectiveness by effectively assisting to ensure a safe and secure learning and working environment for all students, faculty, staff, and the community.

Serving all of San Luis Obispo County, Cuesta College has provided comprehensive associate degree offerings, certificates, and community programs to the region since 1964. The main campus is located along scenic Highway 1, west of San Luis Obispo and east of the beaches of the Pacific Ocean. Cuesta College has a North County Campus in Paso Robles, and South County Center, in Arroyo Grande.

Essential Functions & Qualifications

ESSENTIAL FUNCTIONS
  • Operate the CCPD Communication Center, responding to requests for public safety assistance and service;
  • Operate two-way radios, monitoring numerous frequencies;
  • Dispatch appropriate level of police, fire, emergency medical response, and assist other callers as needed;
  • Assign direct and prioritize work (calls for service) of CCPD personnel;
  • Ensure activities and responses meet all applicable procedures and laws;
  • Assist supervisor with monitoring of field unit activities;
  • Resolve problems (both dispatch/logistic and citizen,) by drawing on knowledge and experience, common sense and creativity;
  • Maintain daily records of dispatch information in written and electronic form;
  • Maintain contact lists for allied agencies updated at least bi-annually
  • Maintain and update periodically information of standard operating procedures in the dispatch center involving patrol functions, crime classification, dispatch procedures, and emergency response information;
  • Maintain daily calendar of campus activities for Public Safety response;
  • Provide clerical services to include but not limited to: typing correspondence, reports, and other documents, filing, and distributing mail;
  • Demonstrate competency with department Computer Aided Dispatching software, the records management system, and associated radio system technology;
  • Assist in reviewing, recording, and maintaining CORI information;
  • Disseminate law enforcement information to police/sheriff agencies;
  • Assist and maintain adherence to all CLETS/NCIS/NLETS/NIBRS/Cal-NIBRS/POST and DOJ standards, records keeping, and training;
  • Understand operation of the campus alert system and send out alerts as needed. Trouble shoot system as needed and request repair.
  • Assist in preparing and disseminating all statistical crime information, crime reports, data requests, data input, and officer daily logs as needed or upon request for all department mandated reporting requirements to include the annual Clery report.
  • Sell and issue parking permits to staff, students, and visitors and maintain records for all permits sold;
  • Assist in preparing crime and arrest reports for filing with the District Attorney's Office;
  • Coordinate projects related to campus-wide Emergency Notification Systems. Participate in the programming and maintenance of these systems in coordination with campus Information & Technology and associated vendors. Conduct periodic testing, train users, and other related duties;
  • Establish and maintain cooperative working relationships with those contacted in the performance of duties;
  • Communicate effectively orally and in writing;
  • Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, and of staff and students with physical and learning disabilities;
  • Monitor, retrieve and update data in various computer systems or programs;
  • Receive and respond to alarm activations, panic buttons, and emergency Blue Light phones;
  • Provide information to responding personnel regarding various alarm types;
  • Initiate calls for maintenance of alarm/panic button systems or any other hazard reported to public safety;
  • Other duties as assigned.

QUALIFICATIONS

Education:

Required
  • Equivalent to graduation from the twelfth grade.

Experience:

Preferred
  • Understanding of contemporary policing issues, philosophies, practices and trends as applied within a college environment.

Or any equivalent combination of education and experience that demonstrates desired knowledge.

Knowledge of:
  • Penal codes, vehicle codes, and health and safety codes;
  • Understand laws and codes, rules and policies, and other printed matter as the apply to dispatch, federal, state, district compliance and auditing functions;
  • Modern office practices, procedures, and equipment;
  • Record keeping;
  • Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation, and/or database software;
  • Correct usage of English, grammar, spelling, punctuation, and vocabulary; and
  • District policies and procedures.

Ability to:
  • Establish and maintain cooperative working relationships with those contacted in the performance of duties; and
  • Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and of staff and students with physical and learning disabilities.
  • Work rotating shifts on days, nights, and weekends.
  • Ability to work in a confined work environment until relieved
  • Complete POST Background check

Physical ability to:
  • Read and comprehend printed matter and text and data on computer monitors;
  • Hear and understand speech at normal levels;
  • Understand and carry out oral and written directions;
  • Speak so that others will be able to understand normal in-person and telephone conversation;
  • Sit or stand for extended periods of time;
  • Lift and/or carry 25 pounds; and
  • Exert manual dexterity sufficient for keyboard and other office equipment operation.

License and Certificates (current within the last year or must be continuously current):

Required
  • P.O.S.T. Dispatch Certificate within 1 (one) year of date of hire;
  • Valid driver's license and eligible to obtain California driver's license upon hire.

SLO campus based. Mon- Fri 0730-1530 hrs.
