Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For the GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience (GS-09): You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assist the EEO Manager with planning, developing, implementing and evaluating EEO and Affirmative Employment program activities. Applies foundational knowledge of federal EEO laws, regulations, policies, directives, and complaint processes to support program operations. Conducts fact finding, gathers information, and performs preliminary analyses to identify potential barriers to equal employment opportunities. Supports mediation and document requests from ORM, ensuring timely coordination and adherence to established procedures. Maintains confidentiality of case information and ensures secure handling of EEO program files and resources. Completes assigned EEO tasks using established guidelines, referring only unusual or complex issues to the supervisor. Participates in reviews of policies and practices, assisting in identifying causes, effects, and potential corrective actions for workplace EEO issues. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed graduate level education in excess of the first year or 18 semester hours and specialized experience. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume. Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides expert guidance on EEO laws, regulations, complaint processes, and affirmative employment strategies to management and staff. Serves as ADR Coordinator, leading mediations and ensuring compliance with EEOC MD 110 core principles for conflict resolution. Independently coordinates discrimination complaints-including investigation support, document gathering, settlement negotiations, and post investigation actions. Conducts workforce analyses, identifies under representation, performs diversity studies, and develops targeted strategies to eliminate systemic barriers. Develops, updates, and monitors major EEO and Affirmative Employment plans, and briefs leadership on objectives and program performance. Designs, delivers, and evaluates EEO/Diversity training on topics such as harassment prevention, mediation, and reasonable accommodation. Coordinates external civil rights complaints, interpreter services, court reporting needs, and performs technical oversight of EEO program resources and reports. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (in excess of the first 2 years or 36 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
