Under the supervision of the Chief Purchasing Officer, the Senior Sourcing Specialist executes end-to-end competitive solicitations for assigned commodities and services, ensuring timely, compliant, and value-focused outcomes. This position manages the full process from requirements development to award and transition to contract administration. 

• Plans, drafts, and issues solicitations (IFB/RFP/RFQ); conducts pre-bids, Q&A, and addenda.
• Ensures public transparency and records.
• Reviews transactions for assigned categories for compliance with established contracts, policies, and procedures.
• Performs market research and price/cost analysis; develops evaluation criteria and scoring tools.
• Facilitates evaluation committees, documents decisions, and negotiates terms/pricing where allowed.
• Prepares award recommendations, board/executive action items, and finalizes contract documents with Legal.
• Ensures supplier onboarding steps and coordinates kick-offs with departments; coordinates handoff to contract administration/supplier management.
• Maintains procurement system records; tracks milestones, savings, and supplier performance inputs.
