What must black people do to unite?
"They first must understand power, and how it's used to make one's life better. We have learned to us some political power by electing African American office holders, we have learned the power of one vote, we have seen personal power of Dr. King, Frederick Douglass and now President Obama---The second thing that must be done is to fully identify what forces keep us from being united and develop a national strategy to educate the masses how to overcome thes forces."

What do you do in your spare time?
"I am a retired United States Marshal and Chief of Police who now is the President of the Police Consulting firm of Robert Moore and Associates Black Police Resource Center in Springfield, Illinois. I own a Time Share condo week in Orlando Florida and serve on the Board of Directors of Orange Lake Resort--- In my spare time I travel to Florida for Board Meeting, I golf at any Golf Course I can and I am publishing my first Black Police History Book on Preidential appointed Black United states marshals and the presidents who appointed them. I am conducting a workshop on Diversity for a national Assosiation this Month--and conducting as search for a chief of Police for the City of Kankakee. My wife and I are traveling to a Resort at Hot Springs Ak this week and I seeking contacts in Hot Springs/Little Rock to meet and network with--- I am staying on Hamilton Lake and seeking information on what to do while there October 10-14, 2010 --My wife is a school teacher who graduated from Rusk College in Holly Springs Mississippi"

What made you choose academia as a source for inner development ?
"I travel to Pittsburgh to visit my Sister and I Like to Play Golf--She is scheduling a book signing for her little Brother in 2011 some where in Pittsburgh. My Book The President.s Men: Black United States Marshals in America." will be released in November of 2010. One Chapter of the Book is devoted to the appointment of President Obama Black Marshal Appointment--I do not work in Academia however , I have ben writing and publishing since 1977. My Travel Journal to Vietnam and Cambodia along with my other research Papers are found under Publications at www.blackpoliceresource.com As a small businessman I conduct executives searches and assess Police Chief Candidates as well as conduct Diversity Workshop---"

Why are HBCU
"I grew up in the segregated southern town of Pontotoc, Mississippi, Mary Holmess College offered me a scholarship to play basketball, however , I chose to go to the army in 1962, I always will wounder what would have happen to my career had I attended an HBCU---I just returned from the Circle City Classics in Indanapolis where two HBCU played in the big Stadium--I trave for this venue every year. I have a master Degree from the University of Illinois at Springfield and have served as a Chief of Police and United States Marshal---bu still love the HBCU scene---they are Priceless "

Now that we have an African-American president, do you think we as a people have overcome the racial inequities of the world?
"On October 28, 2010 I am presenting a workshop on diversity in the workforce, to the the Central Ilinois Chapter of the Society of Human Resource Managers at Lincoln Land Comunity College. I will pose your question during my presentation--Your question is an easy one to answer. the anser os no--Freedom is not free and it will be taken away from you if you do not fight to Keep it. President Obama was the best hope of restoring the Democratic Party to Power---not overcoming the racial inequities of our world..His presidency gave and continue to give us much hope and pride, however, it also bought out hatred of some prople how we have to deal with in the real everyday world. visit my website at www.blackpoliceresource.com"

Tell me something interesting that everyone should know about you?
"I am the new author of a new Police History Book entitled, "The President's Men: Black United States Marshals in America." Every one should know that I am one of 62 Black Men in America to ever receive a presidential appointment as a United States Marshal and that I am dedicated to preserving the History of these Marshals and educatng the nation about their accomplishments. I was appointed by President Clinton in 1994 and served 8 year in his administration. I am a graduate of the University of Illinois at Springfield and I am the 2009 Humanitarian Award winner."

This candidate I am nominating for the 2010 First Citizen Award is the author of a new history book, scheduled for publication in October of 2010, entitled "The President's Men: Black United States Marshals in America." Since 1976, he has published numerous articles in a variety of police magazines, which includes, ‘Strategies for Increasing Black Police Executives,’ ‘Chief Moore: Journal to Vietnam and Cambodia,’ ‘Marshal Service Gets Record Number of Black Marshals,’ and the ‘History of Minorities in the Illinois State Police.’

This candidate is the Honorable Robert Moore.(ret) United States Marshal of the Central District of Illinois, appointed by President Bill Clinton in 1994. He is a successful Law Enforcement Executive, Community Leader, Author, Businessman, Historian on Black Marshals History & Black Illinois State Police History and Curator of the National Traveling Exhibit: ‘The President’s Men: Black U.S. Marshals.’ Over the years, he has been appointed to the following positions in Illinois: Deputy Sheriff in Rockford Illinois, Illinois State Trooper & Equal Employment Opportunity Director in Springfield Illinois, and Chief of Internal Affairs and Deputy Director of the Illinois Department of Children and Family Services, in Cook County.

Mr. Moore holds a Bachelors Degree in Criminal Justice and a Masters Degree in Public Administration, from the University of Illinois at Springfield. He was the recipient of the University’s 2009 Alumni Humanitarian Award. Other awards that he has received since retiring include the FBI Director’s Award for Community Leadership in 2007, and the Paul Harris Rotary International Award in 2006. He also received two Distinguished Service Awards from the Marshal Service. He was a 1982 graduate of the Southern Police Institute’s National Police Academy, and the University of Louisville in Louisville, Kentucky.

While maintaining his home and community ties to Springfield, he has made a dynamic impact nation-wide through his recruitments by the southern States. He served in Savannah, Georgia and Jackson, Mississippi, as Deputy Chief of Police and Criminal Investigations and Chief of Police respectively. In 1985-1987 while serving as Deputy Chief of Criminal Investigations in Savannah, Georgia, he mobilized the community to spotlight black-on-black crime. This effort resulted in a 40% drop in homicides during the first two years of this campaign. In 2002-2005, as Chief of Police in Jackson, Mississippi he restructured the police department and selected an executive management team for which helped rebuild community trust in the department and enhance the self-confidence of the workforce. He implemented a Strategic Five-Point Crime fighting Plan, which helped reduce crime to a 16 year low in 2003. In 2004, the city experienced a 24% drop in crime during his 3 year tenure with the Jackson Police Department. He created the Jackson Mississippi Police Museum during this 3 year tenure. As Chairman of the Mississippi Pursuit Driving Commission, he held state-wide hearings on Police Pursuit Driving. These hearings resulted in new laws being passed.

Robert Moore grew up in the southern segregated town of Pontotoc, Mississippi, where he experienced the full force of a separate and unequal society. He grew up with segregated schools, separate drinking fountains, no public lodging, and where he was prohibited from eating in restaurants or other public places. Despite the circumstances of his living environment, he graduated from Pontotoc Colored High School in 1962, with the distinction of being voted ‘most likely to succeed’. After graduation he served three years in the military in Kansas and Germany. In 1965, he made his move to Rockford, Illinois, with a high school education and twenty dollars in his possession.

The Candidates contributions

Robert’s contributions to the Springfield community are notably outstanding as a Law Enforcement Executive, Author, Community Leader, and for over 15 years him and his wife Barbara have served as host parents for over 30 high school interns and foster children. From his home base of Springfield, Robert has accepted positions in other states and returned to Springfield at the conclusion of those assignments. He maintains his home on 3709 Kingsley Drive, with his wife of 42 years and is the proud father and grandfather of two daughters and three grandchildren.

His contributions are as follows:
In 1976-1982, he wrote and developed one of the nations most effective Affirmative Action programs which helped changed the racial make up of the Illinois State Police workforce, from 1.9% minorities to over 25% minorities and females during his tenure as Equal Employment Opportunities Director for the Illinois State Police. Also, during this tenure, he wrote the article called, ‘History of Minorities in the State Police.’

In 1982 while serving as President of the Springfield Frontiers Club, he led the efforts to relocate the Martin Luther King Statue to its present location on Capitol and 2nd Street and to block the Ku Klux Klan from obtaining a permit to demonstrate on the Capitol lawn. During this year, he also wrote an article entitled ‘Strategies for Increasing Black Police Executives’ which was published by the United States Department of Justice, Federal Bureau of Investigation, “Law Enforcement Bulletin,” May-June 1983 issue. The article influenced police departments across the nation to utilize those strategies for selecting Black Police Executives.

In 1987 he was recruited back to Illinois, as Deputy Director for the Department and Children and Family Services, Cook County Division. He transferred back to Springfield in 1988, and in 1990, he founded the minority recruitment agency of Robert Moore & Associates, a police consulting firm dedicated to preserving the history of Presidential Appointed Black Marshals by educating the nation about their accomplishments and contributions. His firm also provides quality business services to clients.

From 1991 to 1994 he served as Chairman of the Springfield Illinois Civil Service Commission. As Chairman he served as the hearing officer for all cases coming before the commission.

From 1994 to 2002 he served as U.S. Marshal for the Central District of Illinois. During the period of 1995 to 1998 he served as Chairman of the Equal Employment Opportunity Advisory Committee to the Marshal’s Service Director. He conducted nation-wide hearings on the internal conditions affecting minorities and women in the Marshal Service. After serving this community for 8 years as US Marshal, he was recruited back south, to his home state of Mississippi, to serve that community as their 25th Chief of Police in Jackson for 3 years.

In 2005, he and his family returned to their home in Springfield and resumed his community service to this city, after serving in Jackson, Mississippi. He then had the opportunity to go to Vietnam and Cambodia as a member of the People to People Alumni Law Delegation, advocating the mission of promoting good will and democracy.

He has served on all the major boards in Springfield, which include the Greater Springfield Chamber of Commerce, United Way, Springfield Civil Service Commission (Chairman), Frontiers International (President), Triangle Center (Secretary), Rotary Downtown (Secretary), and the Central Illinois Blood Bank.

As a University of Illinois Alumni, Mr. Moore currently serves as a mentor for students enrolled at the University of Illinois at Springfield in the Criminal Justice Program. He also chairs the Frontiers International Annual Golf Scholarship Outing at the Rail Golf Course. The Golf Outing has fundraised over $48,000 dollars to be distributed to Sangamon County school students. Presently, he also serves as an Ex-officio member of the Board of Directors of the Orange Lake Country Club and Resort in Orlando, Florida. As a board member he represents the interest of time share owner’s, world-wide, for this resort. He continues to operate his own business of Robert Moore & Associates, and is an active member and resource to the National Organization of Black Law Executives, (NOBLE) and the Illinois Association of Chiefs of Police.

I completed my new history book "The President's Men: Black United States Marshals in America," in January 2011. I am presently on national tour with the book. I have visited Seattle WA, Vicksburg, Ms, Savannah, GA, Raleigh, NC, Ruston, LA, Baton Rogue, LA, and Washington, DC.
