LT Roberto C. Concepcion currently serves as the East Central Regional Leader and Diversity Outreach Program Coordinator at Coast Guard Recruiting Command in Arlington, VA. LT Concepcion is a native of Miami, Florida. He graduated from Alcorn State University in Lorman, Mississippi where he earned a Bachelor of Arts in Mass Communications (Cum Laude) and was a 4 year starter on the baseball team. He earned his commission in 2007 after graduating Officer Candidate School at the United States Coast Guard Academy in New London, Connecticut. Upon graduation he was assigned to Integrated Support Command Alameda where he served as the Force Protection Officer for Coast Guard Island. During his previous assignment he served as the Officer in Charge/ Team Leader of the Maritime Law Enforcement and Force Protection Team at Maritime Safety and Security Team New Orleans, a rapid response force that provides a high level of tactical shore side and waterborne antiterrorism/ force protection presence throughout the continental U.S. and abroad in the areas of commercial maritime shipping, high interest vessels, counter terrorism, and maritime critical infrastructure.
LT Concepcion has held a myriad of positions within the Maritime Law Enforcement career field. He has deployed and operated in 26 states within the continental United States as well as Alaska and Hawaii conducting operations in Ports, Waterways and Coastal Security. He has provided protection to the President of the United States on five separate occasions through two administrations. After the explosion of Deepwater Horizon, he led an adaptive force package of more than 300 Maritime Safety and Security Team (MSST) personnel, 28 Defender Class boats, 26 vehicles, and five support trailers from throughout the Deployable Specialized Forces. His efforts directly resulted in the completion of over 3,300 underway boat hours executing vessel safety and Search & Respond (SARES) missions over a 120 day timeframe during the largest oil spill response in history. LT Concepcion has also deployed outside the continental United States for operational and training missions in Iraq, Kuwait, Bahrain, Djibouti, Jordan, Kenya, and throughout the Gulf of Aden. This was monumental for the Coast Guard as his team was the first MSST deployed to the Gulf of Aden and Iraq in support of CTF 151’s counter piracy, law enforcement and training missions. In 2009 while in support of Operation IRAQI FREEDOM and attached to CENTCOM’s Combined Task Force (CTF) 151 he served as the law enforcement team leader of the boarding team that was instrumental in the apprehension and successful prosecution of 17 Somali Pirates. While in support of CTF 151, MSST New Orleans conducted counter piracy operations under a mission-based mandate throughout the Combined Maritime Forces (CMF) area of responsibility to actively deter, disrupt and suppress piracy in order to protect global maritime security and secure freedom of navigation for the benefit of all nations.
