I am Phillip Killebrew Jr., a Program Manager at Department of the Navy, where I am responsible for assisting the Office of the Deputy, Chief of Naval Operations throughout the Planning, Programming, Budgeting and Execution process. I also have a Master of Science in Engineering and Operations Management and a Bachelor of Science in Mechanical Engineering/Mechanical Technology/Technician, as well as an OSHA 10 certification.

In my current role, I serve as one of N9's principal advisors to establish requirements, set priorities, and direct overall planning and programming for undersea warfare capabilities and systems. I have successfully managed and executed A, B, and C level government contracts, with C level contracts being the most complex and requiring a professional license/higher ed.
