Dr. Cornell Horn was raised in Watts, California. He attended Locke High School in the late 70s, and in 1981 he discharged from the Navy and got a job at the General Motors Assembly plant in South Gate. The layoffs in early 1982 took him and the other 3,800 auto workers by surprise. Yet in late 1982 the United Auto Workers' union gave Cornell the ultimatum to become one of 30 trainees selected to participate in the largest retraining merger between the U.S. government and a private corporation (Mathews, 1983).

The retraining was held at Los Angeles Trade-Technical College. There the 30 member team underwent an accelerated course in Electronics. Cornell enjoyed studying electronics in college yet that training was not enough to get the job the program intended so he re-enrolled at LATTC to study Computer Technology, in which he attained an A.S. degree. Although he went to work for Sharp Electronics he missed going to classes. He yet again re-enrolled at LATTC and attained a second Associate degree- an A.A. in Liberal Studies. He shortly after transferred to the University of Southern California and spent a few years studying Civil Engineering and Urban & Regional Planning.

It was not until after his release from an 11th California State Prison stay that he became aware he would become a transformational leader and an inspiration to others. He enrolled at the California State University, Los Angeles, and there he attained a Bachelor of Arts degree in Philosophy, a Master of Arts degree in Philosophy, a Master of Arts degree in Political Science, and a Certification to teach Critical Thinking skills. After completing his studies at CSULA, he enrolled at the University of Phoenix, and there he attained a Doctorate of Management degree in Organizational Leadership. Although Dr. Horn is the founder of WRRP, he is a professor of Humanities and several Social Sciences. While completing the doctoral program he accepted teaching positions at several Nevada colleges. In 2005 he taught political science courses for the Nevada State College, the College of Southern Nevada, and for nearly 8 years he taught philosophy and world religion courses for the University of Phoenix- Nevada Campuses. He currently teaches online for several universities.

Dr. Horn extracts strength and wisdom from various struggles and by his service he helps veterans, dislocated workers, former-offenders, and people living with disabilities receive practical support as well as the essential intangible belief they deserve success. To those who have no hope, "I want to give it back,” said Dr. Horn, which is the reason he founded WRRP, Inc.
