Ethel Williams, Ph.D. is the Reynolds Professor of Public Affairs and Director of the School of Public Administration at the University of Nebraska Omaha. In 2011 she was elected to the National Academy of Public Administration and in 2012 received the Chancellor’s Medal for outstanding service to the university and her profession. She was elected as President-elect of the Network of Schools of Public Policy, Affairs and Administration (NASPAA) and will assume the presidency in 2013. Dr. Williams has more than three decades of experience in the field of public administration with particular expertise in the area human resource management and social equity. Her research interests include social equity, health disparities as a policy issue, diversity and cultural competency, and workforce planning with an emphasis on succession planning. In addition to her teaching and research she has served, and continues to serve on numerous professional and public boards and commissions including two terms on the National Council for The American Society for Public Administration, the Commission on Peer Review and Accreditation for NASPAA, the Personnel Board for the City of Omaha, the Environmental Quality Council and the Judicial Nominating Commission for the state of Nebraska. Dr. Williams holds a bachelor’s degree in History from Talladega College, a master’s degree in Public Administration from the Graduate School of Public and International Affairs at the University of Pittsburgh and a Ph.D. in Political Science from the University of Nebraska Lincoln.
