Junius H. Williams, Jr., managing director – State and Local Affairs-Virginia/North Carolina, Dominion Virginia Power, is a native of Petersburg, Virginia. He is a distinguished military graduate of the Army ROTC Program at Virginia State University, where he received a B. S. Degree in Business Administration and a Master’s Degree in Economics. He has completed the Public Utility Management Course at the University of Georgia and the Developing the Dominion Leader (DDL) Leadership Program. He served twelve years as a Commissioned Officer in the active and reserve components of the U.S. Army, obtaining the rank of Major.
In addition, he is a graduate of the 2005 Inaugural Class of LEAD Virginia – a statewide leadership program for experienced executives and high-level leaders from across Virginia, and a graduate of the 2011 Norfolk FBI Citizens Academy Program.
He joined Virginia Electric and Power Company (now, Dominion Virginia Power) in March, 1976 as a Service Representative in the Customer Service Department, Chippenham District, Richmond. After completing the Service Representative Development Program in 1978, he was promoted to Professional Recruiting Representative in the Personnel Department. In 1980, he was promoted to supervisor – Special Services, Public Affairs Department and in 1981 to the position of Staff Administrator for the Central Division. In 1982, he was promoted to Director – Customer Service, East Richmond District and on August 1, 1983 to District Manager, Portsmouth District. In 1991, he was named Division Manager, Community and Government Affairs, Eastern Division, Virginia Power. The position was later changed to Regional Manager, External Affairs, Eastern Region, Virginia Power. He was promoted to director – VA/NC State and Local Affairs on March 1, 2000 and to his present position on January 1, 2007.
He is a member of Zeta Iota Chapter, Omega Psi Phi Fraternity, Inc.; Eureka Club, Inc.; Sigma Pi Phi Fraternity-Beta Lambda Boule; the Hampton Roads Committee of 200+ Men, Inc.; Grove Baptist Church in Portsmouth, where he serves on the Trustee Ministry; FBI Norfolk Citizens Academy Alumni Association, Inc.; and Tidewater Alumni Chapter, Virginia State University Alumni Association.
In addition, he serves on the Board of Directors of The Schoolhouse Museum in Smithfield; Board of Directors of LEAD Virginia; President - Virginia Board of Funeral Directors and Embalmers; and Board of Directors of the Elizabeth River Project.
He served 16 years as a Commissioner for Portsmouth Redevelopment and Housing Authority, and has served on the Board of Directors of the Portsmouth Partnership (Past President), Urban League of Hampton Roads; YMCA of Hampton Roads; Norfolk State University School of Business Advisory Council; The Norfolk Forum; The Planning Council; The Portsmouth Schools Foundation, Inc. (Past President); Portsmouth Division – Hampton Roads Chamber of Commerce (Past President); Portsmouth General Hospital Foundation; Distribution Committee – The Portsmouth Community Trust; the Development Committee of the Eastern Virginia Medical School Foundation; Hampton Roads Economic Development Alliance; The National Conference for Community and Justice; Executive Advisory Council – College of Business and Public Administration, Old Dominion University; Board of Trustees and Board of Directors – Hampton Roads Chamber of Commerce and Trustee of the Vann H. Lefcoe Leadership Development Fund.
From January 10, 1992 to June 30, 1992, Mr. Williams completed the unexpired term of now, Senator L. Louise Lucas as a member of the Portsmouth City Council.
He has received the following awards and recognition:

Mr. Williams is married to the former Costella Bonner of Prince George County, Virginia. They have two daughters, Tiffani O. Staton and Angela P. Williams and two granddaughters, Gabrielle Lynn Staton and Alisia Patrice Staton.
