Otis Cliatt II is a 1987 graduate of Florida A & M University (BS Business Economics w/Minor in Labor Relations). Otis is also a US Army Combat Veteran having served in Desert Storm with Special Forces Command at Ft Bragg, NC followed by service in the Army National Guard's 20th SFG (ABN) at Camp Blanding, FL. Otis has been employed in the Railroad industry since 1993 and currently is President of Pacific Harbor Line, Inc. which provides rail switching service for the Port of Los Angeles and Port of Long Beach which combined is the largest Port Complex in North America. Otis is the first African American President of a Railroad company in the US and possibly in North America.

Claim To Fame:
PHL, has won many awards from California Air Quality agencies for being the first RR to have the cleanest fleet of environmental locomotives in North America. 2014 April, PHL won 4 Major Safety awards for being the Safest Short Line RR industry presented by the ASLRRA - American Short Line and Regional Railroad Association. 2013 April, PHL was awarded California Veterans Employer of the Year for its "exemplary contribution in hiring our American heroes, our Veterans" efforts in hiring Veterans, awarded by California Employer Advisory Council (CEAC). 2012 Clean Air Action Award for having the most environmentally friendly fleet of locomotives in the country. The judging panel included port of LA and LB staff, as well as representatives from SCAQMD-South Coast Air Quality Management District, CARB-California Air Resources Board and the US EPA. 2012 GE Transportation awarded PHL with it's Fast Track Award for Railroad logistics.
