Sylvia Marshall-Kinard studied Psychology at Howard University in 1957 and received her masters in Social Work in 1973. With a focus on Planning and Administration, she later became Director of Human Resources for the National Cable Television Association and after which she was appointed the Executive Director of the DC Lottery and Charitable Games Control Board by the mayor of Washington D.C. retiring in 2004. Mrs. Marshall-Kinard As homecoming queen, she married a Howard Medical School Graduate and is the mother of four children of which three are Howard University Graduates.
