Walter T. Tillman, Jr., Ph.D., an empowerment advocate and second generation educator, is the special assistant to the chancellor of the Southern University Law Center and adjunct professor of public policy at the Nelson Mandela College of Government and Social Sciences at Southern University and A & M College.

Dr. Tillman’s research interests are: historically Black colleges and universities (HBCUs), university governance, global competitiveness, economic parity, American politics and Black Male empowerment. Credentialed by Toastmasters International as an Advanced Toastmaster Bronze, he delivers presentations to: educational, political, business and church-related audiences on issues including leadership, education, minority business development, strategic planning, Black males, and politics.

Dr. Tillman consistently provides service and leadership in the community. He currently serves on the Boards of Directors of Opera Louisiane, Inc. and Saint Paul’s Adult Learning Center and is a former member the Boards of Directors of: Alpha Phi Alpha Fraternity, Inc., National Alumni Council of the UNCF, the National Pre-Alumni Council of the UNCF and 100 Black Men of Metro Baton Rouge, Ltd.

His professional affiliations include: American Association of Blacks in Higher Education, American Association of University Administrators, American Educational Research Association, and the Association for the Study of Higher Education. Previously, he held membership in: American Studies Association, Association for Institutional Research, American Society for Public Administration, Council for Advancement and Support of Education, Southern Association of College Registrars and Admissions Officers and the Louisiana Association of College and University Student Personnel Administrators.

A native of Mississippi, he was elected to membership in three honor societies: Alpha Kappa Mu Honor Society, Phi Delta Kappa Honor Fraternity and Omicron Delta Kappa Honor Society. He earned the Ph.D. from Louisiana State University, a M.Ed. from University of New Orleans, a B.A. from Dillard University and graduate in the top ten of his class at Gentry High School. Dr. Tillman currently resides in East Baton Rouge Parish, Louisiana and is a servant leader at the Mount Zion First Baptist Church of Baton Rouge.
