Research, interpret and apply federal HR personnel laws, regulations, policies and
practices. Provide comprehensive and strategic recruitment and placement advisory services to
serviced clients. Collaborate with hiring officials to coordinate the specific recruitment needs of
the organization. Provide position classification management advisor services that typically deal
with difficult, complex and often issues controversial to position management. Determines the
correct position classification by comparison to existing standards related to the work and prepares necessary evaluation statements. Explains the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees,
supervisors, and operating officials or managers. Evaluate duties to make position designation determination, i.e., FLSA, competitive level, BUS code. Review current and proposed policies,
procedures, and other guidance and provides input in order to improve effectiveness of HR
operations and programs. Performs the full range of the recruitment process from initial
consultation, analysis of the position, competencies required to perform the work and
development of the job analysis ensuring adherence to laws and regulations applicable to
Delegated Examining and Merit Promotion; conducting qualification reviews and issuing referral certificates for a wide range of positions; reviewing selections to validate eligibility requirements,
ensuring compliance with applicable regulations and hiring authorities; and providing advice to managers on pay flexibilities. Coordinates training activities to identify knowledge/skill gaps and
plan training strategies as needed. Analyzes and evaluates, on a quantitative or qualitative basis,
the effectiveness of programs or operations in meeting established goals and objectives of the
Office of Human Capital Services. Performs program oversight for a large, multi functional
organization. Identifies and develops plans for focused training needed. Establishes long and short term objectives that are realistic and responsive to established employee training and
development goals and priorities. Develops, schedules, coordinates and conducts training, workshops and webinars. Coordinates with all stakeholders and customers to the quantify
training requirements. Provides guidance and advice on issues associated with technical training.
Coordinating accountability activities with the Office of Personnel Management (OPM) and third party Agencies (i.e., GAO, MSPB, OSC, IG) and manages them in accordance with Federal statutes
and agency policies and guidelines, Presidential Management Agenda/Plans, and DOD Human Capital Operating and Strategic Plans. Plan, organize, and direct the activities of subordinates,
ensuring that the staffing, position management, pay, and management analysis work complies with legal and regulatory requirements and meets customer needs. Advise and provide counsel
to employees regarding policies, procedures, and directives of management. Select or
recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Clearly define compensation problems and determine the root causes. Persuades others to accept recommendations, cooperate, or change their behavior when determining compensation and
benefits; works with others towards an agreement; negotiates to find mutually acceptable
solutions in resolving compensation/benefits resolutions and understanding. Advises managers and provides guidance on the use of compensation flexibilities. Determines premium pay
entitlements associated with overtime work. Prepares reports and communications for senior
management/supervisors. Conducts a wide range of activities related to staff work, such as: assigning work, tracking progress, and approving the final work product. Operate the Delegated Examining Unit (DEU), ensuring certification of individuals conducting DEU activities. Regularly provide authoritative guidance on complex problems or issues that are new, highly controversial, and/or precedent setting in nature. Review recruitment and placement activities and provide
authoritative advice on complex and multi-faceted matters. Provide technical direction and
interpretative guidance to assigned staff, assuring compliance and conformity with applicable laws, rules, regulations, and delegated authorities. Establish work procedures, processes, and
methods for the accomplishment of work activities. Direct major program operations including
recruitment and placement, position classification and management, outreach and diversity initiatives, and personnel records system processing and maintenance. Conduct full range of federal staffing and placement duties to include building vacancy announcements in an
automated system, developing job analyses, assessing candidate qualifications, and issuing
referral lists; interpreting and applying a wide range of advanced Title 5 and excepted service
federal staffing and placement regulations, policies, principles, and practices in order to provide
authoritative guidance and consultation to managers; providing advisory and consultative services regarding position classification and position management; and developing and providing solutions and recommendations for complex federal HR issues.
