Garland W. Higgins joined the Kentucky State University staff in July, 2001 and serves as Director of Alumni Relations. His responsibilities include overseeing the mission and goals of alumni programs for over 12,497 living alumni of the university and serving as ex-officio to the National Alumni Association. Other duties involve coordinating with the committees and activities of the National Alumni Association Executive Committee, guiding strategic planning and budgeting of all alumni programs and services, overseeing the professional and support staff, shaping communications programs that promote alumni programs and general support of the university, and providing leadership to legislative advocacy, affinity revenue programs, student programs, and awards programs. He is a 1986 graduate of the Political Science department and holds a master�s degree in Public Administration (MPA) with a specialization in managing information systems (MIS). He is a member of the professional organization for the Council for Advancement and Support of Education (CASE) . He is a member of the Glen Arvin Avenue Church of Christ, Kappa Alpha Psi Fraternity, Incorporated. He is retired from Kentucky State Government as a Benefits Counselor and Self Insured Auditor and the Kentucky Army National Guard as a Master Sergeant in USPFO (United States Property and Fiscal Office) for over 30 years of service.
