Emily M. Dickens, J.D.

Ms. Dickens is the Assistant Vice President for Federal Relations for the University of North Carolina system. She is responsible for strategic communications related to the University of North Carolina’s federal public policy and military affairs. This includes monitoring and analyzing Congressional/Administration policy activities and contributing to the operations of the UNC system’s political programs and profile. Ms. Dickens monitors the higher education regulatory and legislative environment with specific emphasis on Athletics, Immigration Reform, International Education Programs and Minority Serving Institutions. She also manages day-to-day operations for the division.

A graduate of North Carolina Central University School of Law, Ms. Dickens formerly served as the chief government and community affairs officer of the second oldest campus in the University of North Carolina, Fayetteville State University (FSU), and the Mayoral Aide for the Town of Chapel Hill.

During her time in Fayetteville, she worked diligently to broaden the university’s interaction with external partners. Her accomplishments brought over $7M in federal funding into Cumberland County including securing a $1.5M federal Department of Defense appropriation for research equipment, securing State Department of Transportation funding for pedestrian improvements near the university, and writing and serving as the Principal Investigator on a $500,000 U.S. Department of Housing and Urban Development Grant for planning projects in the university corridor. Dickens also served on three local boards; the Fayetteville/Cumberland Chamber of Commerce (Secretary of the Board), the North Carolina Partnership for Defense Innovation, and the Cumberland Community Action Program (Executive Committee).

Ms. Dickens is an active member of Alpha Kappa Alpha Sorority, Incorporated. In July 2014 she was elected to the sorority’s Education Advancement Foundation Board of Directors. She formerly served at the Regional level as the North Carolina State Connection Chairman (2006-2010). At the chapter level, Ms. Dickens served as the Vice President (2007-2009), Parliamentarian (2006), and Public Relations Chairperson of the Cary, North Carolina chapter. She was the recipient of the chapter’s 2008 Community Service Leadership Award. Currently, she serves as the Resource Committee Chairperson for the Ivy Community Service Foundation of Cary, the philanthropic arm of the chapter.

Ms. Dickens is a member of the Board of Directors of the Black Entertainment and Sports Lawyers Association (BESLA), an organization where she served as a member of the scholarship committee since 2008. For the last two years she has served as the Sponsorships and Development Chairperson. She continues to serve as a member of the scholarship committee.

In July 2014 Emily was named one of North Carolina Central University's 40 Under 40 Alumni Honorees. Later that month she was elected to the Alpha Kappa Alpha Sorority Incorporated Educational Advancement Foundation Board of Directors.
