Overview of the Position 

Based in Radnor, PA, The Hartford Financial Services Group is seeking a seasoned and highly accomplished compliance executive to serve in the dual capacity of Chief Compliance Officer for The Hartford Mutual Funds and HLS Funds and Chief Compliance Officer of Funds' respective investment advisers reporting to the Vice President of Compliance within the Wealth Management Compliance organization.  As Chief Compliance Officer of the Funds, the individual will also report to the Chairman of the Compliance Committee of the Board of Directors for the Funds. 

The CCO will manage an organization consisting of approximately six compliance professionals and will be responsible for all aspects of the Funds' Rule 38a-1 compliance program and the Funds' advisers' Rule 206(4)-7 compliance programs to ensure compliance with existing laws and regulations.  The CCO will also be responsible for compliance oversight of Hartford Life's 529 businesses, and will serve as the point of contact for regulators in the context of audits, examinations and similar regulatory inquiries related to the Funds, its advisers, and Hartford Life's 529 business, and will serve as a member of the mutual fund business senior leadership team.

Responsibilities

• Lead and oversee all aspects of The Hartford Mutual Funds and HLS Funds compliance programs and the compliance programs of the Funds' advisers, including ongoing monitoring of compliance requirements, risk assessment analysis and corporate directives that impact the compliance programs. 


• Conduct an annual review of written compliance policies and procedures for the Funds and investment advisers as required by federal securities laws, prepare an annual written report documenting the annual review, and report any material compliance matters to the Board of Directors of the Funds.


• Provide compliance oversight with respect to mutual fund sub-advisers including both initial and ongoing due diligence.  Develop thorough knowledge of sub-advisers' compliance framework and practices, assess and report on sub-advisers' compliance with applicable policies and procedures pertaining to management of the Hartford mutual funds. Exercise ongoing due diligence oversight of sub-advisers with respect to a broad range of compliance issues, including trading practices and commissions.


• Work with the Chair of the Compliance Committee of the Mutual Fund Board of Directors to establish the agendas for quarterly meetings of the Compliance Committee, and among other reporting, provide quarterly compliance reports to the Compliance Committee and a presentation of the Rule 38a-1 annual report to the Committee and Board.


• Manage a team of compliance professionals responsible for the monitoring of portfolio compliance for applicable portfolios using the Charles River compliance system, the administration of the mutual fund and advisers' code of ethics, and the preparation and review of various regulatory filings including Forms ADV, 13F, 13G and N-PX, provide information and responses in connection with the mutual fund annual advisory contract 15(c) renewal.


• Chair the mutual fund and 529 business risk committee; Organize meetings and agendas and lead the committee's discussions of potential risks to the Funds and 529 business and review controls for top risks.  Coordinate the documentation and updating of mutual fund risks, ensure timely follow up on control gaps and improvements, deliver risk committee reports to the Board, and help communicate the importance of risk identification and risk management throughout the mutual fund and 529 business areas.


• Responsible for compliance oversight of Hartford Life's 529 business and 529 advisory activities, as well as compliance testing for various managed COLI accounts, including 817(h) compliance.


• Monitor changes to the federal securities laws that could require revisions to the policies and procedures, and to ensure that any required changes are communicated to the applicable business areas and are implemented accordingly.


• Serve as the point of contact and coordinate responses to SEC and other regulatory examinations and inquiries related to the Funds, the Funds' advisers, and Hartford Life's 529 business.
